Livingston County, New York
Request for Proposals Long Point Stormwater Management Improvements Engineering Services, Town of Geneseo
Issue Date: October 29, 2025
Proposals Due by December 1, 2025, at 2 p.m., to:
Heather Ferrero
Livingston County Planning Department
6 Court Street – Room 305
Geneseo, New York 14454
1. PROJECT DESCRIPTION
The Town of Geneseo is seeking proposals for engineering services for the construction of a new stormwater management facility on property located on Long Point Road (Co Rd 32) and West
Lake Road (NYS Rte. 256), in the Town of Geneseo. The services to be provided shall include the following: (1) Review of the 2024 Update Feasibility Study for the Long Point Drainage
Improvements Project to identify proposed project parameters; (2) Site reconnaissance and evaluation of the current conditions of the project site; (3) Development and delivery of engineering construction drawings and technical specifications (including material cost and rental equipment cost); (4) Obtaining the necessary state and federal permits; and construction inspection services.
The total funding available for stormwater engineering services is not to exceed $147,817.00, with design/permitting services not to exceed $107,050.00 and construction inspection services not to exceed $40,767.00.
2. PROJECT BACKGROUND
Conesus Lake is designated as a public water supply and provides drinking water for over 20,000 residents. Since 2002, Conesus Lake has been listed on New York State’s Section 303(d) List of
Impaired/TMDL Waters. A requirement of the federal Clean Water Act, the List includes rivers, lakes and coastal areas where the water quality of a body of water is inadequate to support its designated use. The effects of high phosphorus and low dissolved oxygen (cited as sources of impairment in Conesus Lake) on water quality are exacerbated by unnaturally rapid erosion and discharges into the Lake. The Conesus Lake watershed is approximately seventy (70) square miles, or 41,300 acres, and encompasses more than eighteen (18) streams that flow into the Lake. The proposed project site has a large drainage area (+/- 87.3 acres) with moderate to steep slopes that discharges directly into Conesus Lake. The current stormwater infrastructure within the drainage area does not adequately control the runoff volume, which has led to flooding, damage to road infrastructure, and increased streambank erosion and sedimentation.
In 2024, the Feasibility Study for the Long Point Drainage Improvements Projects (Feasibility
Study) (Link) evaluated facility siting and project design needs, and identified the need for construction of a new stormwater management facility on the proposed site to protect Conesus
Lake’s water quality and its tributaries from erosion, and improve flood conditions for adjacent
Long Point Park and nearby local residents. Given that the proposed project is located on property adjacent to a 100-year floodplain, and the project area discharges directly into this floodplain via a culvert crossing beneath West Lake Road, this area is very susceptible to flooding and frequently overflows onto neighboring residential properties and into Long Point Park. The proposed improvements would be constructed to treat and detain runoff before it crosses beneath West Lake
Road and enters the Lake.
The siting and design of stormwater improvements must evaluate existing topography site constraints and flood-risk considerations. The standards for stormwater design and runoff must take into account frequency and severity of weather and precipitation events. See the Feasibility Study for data and recommendations: (Link). The BMPS must comply with NYS Standards and https://drive.google.com/drive/folders/1NJ5owNZO1nhW6vK8_tI3V-VBD3L8QvQH?usp=sharing https://drive.google.com/drive/folders/1NJ5owNZO1nhW6vK8_tI3V-VBD3L8QvQH?usp=sharing
Specifications for Erosion and Sediment Controls (Blue Book) and be designed in accordance with the current NYS Stormwater Design Manual. The project will focus on NYSDEC BMPs for
Stormwater Retrofits/wet extended detention ponds. BMPs proposed include: new wet extended detention pond, concrete diversion structure within the existing streambed, a detention pond outlet structure, and armored rip rap ditch protection. The final selection of BMPs will be determined during the planning and design phase of the project, and will undergo review and approval during the NYSDEC SPDES General Permitting process.
An outlet structure would be designed to manage the rate that runoff is released from the facility.
Maintenance of the stormwater management facility and access road would be completed by the
Town of Geneseo Highway Department, referencing the guidance in the NYSDEC Stormwater
Design Manual for stormwater management ponds, as applicable. Access to the diversion structure and pond would be provided along West Lake Road. This access road would be used for maintenance and sediment removal. Town Highway Department staff will evaluate the pond monthly or after major storm events. The frequency of maintenance is dependent on the time of year/number of storms - approximately four times a year. Maintenance such as clearing debris or sediment build up is on an as needed basis. The Town has obtained the necessary permissions from the landowner to access the property for installation of the project. A formal access and maintenance agreement with the landowner would be established, prior to construction.
Per the State Flood Risk Management Guidance for Implementation of the Community Risk and Resiliency Act, water surface elevations and protection of critical infrastructure were considered in project siting and design. This project will help to maintain the water surface elevation of Conesus Lake and protect State and County roads and the associated State culvert.
Further, this WQIP project, a regional stormwater management improvement, is identified in the
2003 Conesus Lake Watershed Management Plan in Recommendation C-2: (Link). The project will enhance adaptation and resilience by mitigating future physical climate risks due to storm surges, flooding, and erosion in response to the likelihood of future extreme weather events.
The proposed improvements are part of a larger project which will include the stabilization of
Long Point Road, associated roadside swales/culverts, and address flood related issues within the entire Long Point drainage area. The first phase, which has previously received funding, will include the stabilization of roadside swales and ditches where runoff is starting to undermine
Long Point Road and provide additional erosion control measures at the inlet and outlet of existing culverts. The second phase includes the proposed improvements within this RFP, funded through NYSDEC WQIP, which will address flood related issues. The third and final future phase will include repairs to the culvert that crosses beneath West Lake Road.
The proposed engineering services will build upon previous efforts in watershed planning, including the data and recommendations included in the May 2024 Update Feasibility Study, address the needs of this high impact area, and result in engineered drawings and permitting for the Town. Any construction on this site would be conducted by the Town Highway Department with Town
Highway labor and equipment.
