About this file
This document is the Appendices Volume II supporting the Lompoc Wastewater Master Plan, prepared for the City of Lompoc, California, in conjunction with a solicitation for the Headworks and Influent Meter Improvements Project at the Regional Wastewater Reclamation Plant in Santa Barbara County. The City is soliciting proposals from qualified engineering firms to provide comprehensive design and engineering services for critical wastewater treatment infrastructure upgrades, including replacement of the 1974 influent gate and actuator, installation of three new bar screens, rehabilitation of concrete influent channels, development of a bypass pumping plan, and implementation of an odor control system. The project requires detailed assessments, hydraulic modeling, facility layout design, equipment specifications, and system integration plans, with deliverables including preliminary and final design documents, construction documents, and an operation and maintenance manual. A mandatory pre-bid job walk is scheduled for May 14, 2025, with proposals due by June 30, 2025, at 3:00 pm. All proposals shall remain valid for 90 calendar days after the bid opening date, and the City will award the contract to the most responsive and responsible bidder based on comprehensive evaluation of technical capabilities and proposed approach.
The selected consultant will be compensated on an approved actual time and materials basis, not to exceed an agreed-upon "Not-to-Exceed Fee," with progress-based payments contingent on task completion. Insurance requirements mandate $1,000,000 in Errors and Omissions Professional Insurance, with additional coverage for general liability, automobile liability, and worker's compensation. The contract does not specify set-aside designations for disadvantaged enterprises. This project builds upon previous master planning efforts, including a 2002 master plan by Kennedy/Jenks Consultants and a 2005 design report by Brown and Caldwell. The facility serves approximately 9,000 sewer connections with a current Average Dry Weather Flow capacity of 5.0 MGD. Previous design reports estimated total project costs for various plant improvements ranging from approximately $300,000 to over $41 million for comprehensive upgrades, indicating this represents a phased approach to modernizing the wastewater treatment facility.
