About this file
This document is the Volume III - Executive Summary for the Lompoc Regional Wastewater Reclamation Plant Master Plan, prepared by Kennedy/Jenks Consultants in September 2002 for the City of Lompoc, California. The master plan serves to update the existing 1972 wastewater collection and treatment system, focusing specifically on long-range wastewater treatment needs for the Lompoc Regional Water Reclamation Plant (LRWRP) over the next 20-30 years. The project will be implemented in three successive construction stages (Stages 1, 2, and 3), with each stage divided into three phases: Planning, Design, and Construction. The implementation timeline spans from June 2000 to July 2019, with the first stage targeting completion of initial improvements by April 2006.
The master plan addresses critical upgrades to meet changing effluent requirements from the State Water Resources Control Board, specifically the Central Coast RWQCB's revised waste discharge requirements. Key improvements include addressing nitrogen removal, metals removal, and phosphorus removal requirements, upgrading electrical and instrumentation systems, and modifying existing treatment processes. The current plant, which receives wastewater from the Vandenberg Village Community Services District, the Vandenberg Air Force Base, and the City of Lompoc, has a dry weather capacity of 5.0 mgd and is operating at approximately 4.0 mgd. The total project costs are distributed across stages, with Stage 1 estimated at $304,000, Stage 2 at $2.4 million, and Stage 3 at $13.3 million, representing a comprehensive multi-year investment in municipal wastewater infrastructure modernization.
