About this file
This is an Executive Summary document from the Lompoc Wastewater Master Plan Volume III, prepared for the City of Lompoc in Santa Barbara County, California. The City is soliciting bids for design and engineering services for the Headworks and Influent Meter Improvements Project at its Regional Wastewater Reclamation Plant. The project scope includes replacing a 1974 influent gate and actuator, installing three new bar screens, rehabilitating concrete influent channels, developing a bypass pumping plan, and implementing an odor control system. The selected engineering consultant will be responsible for conducting detailed assessments, hydraulic modeling, facility layout design, equipment specifications, system integration planning, and preparing preliminary and final design documents along with construction documents and an operation and maintenance manual. A mandatory pre-bid job walk is scheduled for May 14, 2025, with proposals due by June 30, 2025, at 3:00 pm. All proposals will remain valid for 90 calendar days after the bid opening date. The City will award the contract to the most responsive and responsible bidder based on comprehensive evaluation of technical capabilities and proposed approach.
Compensation for the selected consultant will be based on approved actual time and materials not to exceed an agreed-upon "Not-to-Exceed Fee," with progress-based payments contingent on task completion. The contract requires $1,000,000 in Errors and Omissions Professional Insurance, plus additional coverage for general liability, automobile liability, and worker's compensation. No specific set-aside designations for disadvantaged enterprises are explicitly stated in the procurement. The project builds upon previous master planning efforts, including a 2002 master plan and 2005 design report that identified infrastructure upgrade needs. The facility currently serves approximately 9,000 sewer connections with an Average Dry Weather Flow capacity of 5.0 MGD. Previous design reports estimated total project costs ranging from approximately $300,000 to over $41 million for various facility improvements, with the current project representing part of a phased modernization approach.
