Logframe Glossary

Activity: A specific action or process undertaken over a period of time to convert resources to products or services to achieve results. If you have committed cost share to this award, activities you report should include what is undertaken by both J/TIP and cost share funds. Examples:

· Develop a training manual that addresses core elements of a victim-centered criminal justice response to combat human trafficking that is structured around national laws and case files.

· Conduct multidisciplinary training on victim-centered investigations and prosecutions.

· Provide case consultation to training participants… Baseline:

Data: Information collected by a researcher or evaluator.

Goal: a brief statement of what the project hopes to accomplish.

Impact: A result or effect that is caused by or attributable to an activity, project, program or policy. Impact is often used to refer to higher level effects that occur in the medium or long term, and can be intended or unintended and positive or negative.

Indicator: Quantitative or qualitative variable that provides reliable means to measure a particular phenomenon or attribute.

· Output indicator: # of training manuals and tools developed

· Output indicator: # of trainings, # of criminal justice practitioners trained

· Outcome indicator: # of government institutions/structures that utilize manual/tools to train others

· Outcome Indicator: # of investigations by trained law enforcement officials; # of prosecutions by trained prosecutors.

Logical Framework (Logframe): A management tool used to improve the design and evaluation of interventions that is widely used by development agencies. It is a type of logic model that identifies strategic elements (inputs, outputs, outcomes, impact) and their causal relationships, indicators, and the assumptions or risks that may influence success and failure. Related term: Results Framework.

Objective: a statement that describes the intended results or incremental changes that a project intends to achieve by implementing specific activities.

· Example: Enhance the capacity of criminal justice practitioners to identify, investigate, and prosecute TIP cases Outcome: Extent to which an activity, project, program or policy achieves objectives. It judges effectiveness and may assess processes. Examples:

· Training manual and tools institutionalized by government stakeholders.

· Trained criminal justice practitioners identify, and successfully investigate and prosecute TIP crimes Outputs: The products, goods, and services, which result from an activity, policy or program. Examples:

· Tailored training manual and tools developed.

· Training conducted on victim-centered investigations and prosecutions.

Target: The specified result, often expressed by a value of an indicator, that an activity, project, program, or policy is intended to achieve. Each indicator must have a specific target set. If no target can be set at this time, it must be set before the relevant activity begins. You must indicate in the template by what date you will set the target.
