The contractor must provide a minimum one-year warranty commencing upon Government acceptance. Payment is 100% upon delivery, inspection, and acceptance by the Subject Matter Expert, contingent upon receipt of a proper invoice. The Government reserves the right to conduct performance tests and visual inspections to verify all technical requirements and has sole discretion to require repair or replacement of nonconforming supplies at no cost to the Government. Installation and training are not required.

NIST Requirements Document
Wavelength-locked laser systems
I. Introduction/Background:
The National Institute of Standards and Technology (NIST)/Quantum Information Group applies expertise in mathematical subdisciplines such as combinatorics, graph theory, network science, operations research, optimization, discrete nonlinear dynamics, computational geometry, quantum mechanics, and information theory. Researchers apply their knowledge and skills in areas such as the experimental quantum optics, fundamental models of physics, chemistry, biology, and information systems, complex systems analysis, pattern recognition, and quantum computing and communications. In collaboration with NIST and outside scientists, the group develops, analyzes, and applies related mathematical and experimental methods and tools for critical problems of measurement science at NIST, and develops mathematical foundations for the measurement science of information systems.
The Quantum Information Group requires two narrow-band, wavelength-locked laser systems.
Locking is achieved through HCN reference cells. The wavelength/frequency locked laser systems will be used to measure the optical phase drift of deployed optical fibers in our metropolitan quantum network. This will help researchers understand the feasibility of scalable phase stabilization approaches in quantum networks.
II. Purpose:
The purpose of this acquisition is to obtain two narrow-band, wavelength-locked laser systems for use in quantum network research.
III. Minimum Requirements:
Equipment Requirements The Contractor shall provide two lasers systems as follows:
- System 1:
o Two Laser Modules, stabilized to HCN line at 1530.370 nm o Laser modules linewidth shall be less than 5 kHz at 3dB o Laser modules power output shall be more than 25 mW o Laser modules shall provide at least 60 dB optical isolation o Laser modules shall have polarization maintaining (PM) fiber output and
FC/APC fiber optic connectors
- System 2:
o Two Laser Modules, stabilized to HCN line at 1550.515nm o Laser modules linewidth shall be less than 5 kHz at 3dB o Laser modules power output shall be more than 25 mW o Laser modules shall provide at least 60 dB optical isolation o Laser modules shall have polarization maintaining (PM) fiber output and

All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Warranty Requirements
The contractor shall warrant the entire system in accordance with the Original Equipment Manufacturer’s commercial practices, for a minimum period of 1 year after inspection and acceptance have been completed. Warranty shall be in accordance with terms in FAR 52.212-4 and shall commence upon acceptance of the system by the Government.
IV. Delivery Requirements:
Delivery shall be FOB destination and shall occur within 3 months after contractor receipt of order. The contractor shall deliver all required items to:

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
Installation and training are NOT required.
V. Inspection and Acceptance:
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
1. A visual and performance inspection to verify that delivered equipment meets all technical requirements identified in this document.
The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
VI. Payment Schedule
The Contractor shall be paid, in accordance with payments clause in the contract and as otherwise noted in this document, upon receipt of a proper invoice, in accordance with the following schedule:
1. 100% after delivery, inspection, and acceptance by the Subject Matter Expert
(SME) of the requirements, AND
2. After receiving an invoice submitted properly, in accordance with the purchase order terms and conditions.
