About this file
This is a Local Business Entity or Local Impact Certification form issued by the City of Philadelphia as Appendix D to a Request for Proposal. The certification allows applicants to demonstrate eligibility for positive consideration based on local business status or local impact commitment. Applicants seeking this advantage must complete and submit the certification with their application and include a separate statement in their bid acknowledging compliance with the specified criteria.
The Local Business Entity Certification requires applicants to meet two primary conditions: first, filing a Business Income and Receipts Tax return with the City within the preceding 12 months demonstrating business activity within the City during the calendar year preceding the filing; and second, maintaining for the preceding 18 months a valid Commercial Activity License, all necessary permits, and a continuously occupied and staffed City office. Additionally, applicants must either establish their principal place of business in the City or satisfy at least two of three employment and revenue criteria, specifically: more than 60% of full-time employees are Philadelphia residents per City wage tax records, more than 50% of full-time employees work in the City at least 60% of the time, or more than 75% of gross receipts are reported as Philadelphia receipts. Alternatively, the Local Impact Certification option requires applicants to certify only that they will employ City residents and perform contract work within the City during the performance of any resulting contract. The form provides checkboxes for applicants to indicate which certifications apply and requires authorized signature, date, and printed name and title.
