About this file

This is an LGBTQ Applicant Opportunity Data Form developed by the City of Philadelphia as part of its commitment to diversity, equity, and inclusion in municipal procurement. The form is designed to collect information from applicants regarding their status as LGBTQ-owned businesses and their certification through relevant certifying agencies, including the National LGBT Chamber of Commerce (NGLCC) through its local Philadelphia affiliate, the Independence Business Alliance (IBA). The form requests applicants to identify whether their business is beneficially owned and controlled by persons who self-identify as Lesbian, Gay, Bisexual, Transgender, or Queer, and whether they currently hold LGBTBE certification or certifications from other third-party agencies such as the Eastern Minority Supplier Development Council (ESMDC), Pennsylvania Unified Certification Program (PAUCP), Disability:IN, or Women's Business Enterprise National Council (WBENC).

The form also requests information regarding any certified LGBTBE subcontractors that will be engaged for the specific contracting opportunity. Submission of the form is entirely voluntary, and by doing so, applicants agree that the City of Philadelphia may use the submitted data for other projects and may make it publicly available. The collected data will be used to identify the number of LGBTQ businesses currently conducting business with the City and to support efforts to include LGBTQ-certified businesses in the City's vendor database.
