About this file

This is a Request for Information (RFI) and Sources Sought notice issued by the Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) for the development of an Interactive Liquified Natural Gas (LNG) Training Platform. The RFI was issued on September 9, 2026, with a response deadline of September 28, 2026. The applicable NAICS codes are 541511 (Custom Computer Programming Services) and 541512 (Computer Systems Design Services).

PHMSA seeks information regarding the development of a digital, high-fidelity, interactive training environment that enables LNG facility inspectors to perform virtual plant walkthroughs, review piping and instrumentation diagrams, and visualize process flows through critical machinery components. Key project goals include improving technical competency in LNG facility oversight, utilizing 3D immersive technologies and digital twin capabilities, creating a scalable and modular curriculum that evolves with regulatory standards, and leveraging commercial solutions and modern cloud infrastructure. Respondents must provide detailed information across six categories: company profile and administrative information (including business size and contracting capacity); technical capabilities and innovation in 3D simulations and digital twins, hardware and software recommendations, interactivity approaches, and commercial-off-the-shelf (COTS) component utilization; content and curriculum design approaches for mapping regulatory requirements and developing branching scenarios; cybersecurity, hosting, and data rights considerations including deployment models and intellectual property licensing; past performance on up to three similar projects; and rough order of magnitude timelines and pricing models. Technical responses must be limited to 20 pages, excluding company brochures and past performance data. PHMSA may invite select respondents to participate in virtual demonstrations or technical exchange sessions. The point of contact is Loni Chinn at loni.chinn@dot.gov. This RFI is for market research and acquisition planning purposes only and does not constitute a commitment to issue a Request for Proposal or promise of future procurement.
