About this file

This is Amendment 0002 to a Request for Quotation (RFQ) solicitation FA301626Q00560, issued by the Air Force on April 30, 2026. The amendment extends the response due date from April 30, 2026 to May 13, 2026 to allow contractors time to review changes and new attachments. The solicitation seeks vendor quotes for Land Mobile Radio (LMR) Coverage Analysis Test services, with award to be made to the responsible, responsive vendor offering the lowest fair and reasonable price. The Government intends to make a single award through a firm-fixed delivery order based on the initial quote.

Key requirements include: submission of a signed solicitation copy with detailed pricing information for LMR Coverage Analysis Test; pricing must include all equipment proposed to perform the test; confirmed ability to meet the required period of performance; and delivery within 60 calendar days from date of award receipt at DoDAAC F2M3U2 (502 CS SCX, 410 S Frank Luke Drive Door 9, San Antonio, TX 78226). Contractor quotes must remain firm for 60 calendar days from the response due date. The amendment also incorporates FAR 52.222-90 by reference, adds a contractor question-and-answer attachment (QA_LMR_Analysis), and identifies an ombudsman (Mr. Juan Martinez, 210-652-1722) for resolving offeror concerns. SAM registration is mandatory for award eligibility.

An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Juan Martinez, Deputy Director, AFICC/KT, 2035 First Street West, JBSA Randolph TX 78150-4304, telephone 210-652-1722, juan.martinez.2@us.af.mil.
