About this file

This is an Award Letter and Synopsis prepared by the State of Michigan Department of Technology, Management, & Budget's Procurement Office for RFP 18*1675, which solicited responses for the selection of a contractor to provide an LM30 Pressure Seal Unit with five-year maintenance services. The RFP was posted on SIGMA VSS on March 14, 2018, with a submission deadline of March 28, 2018. One bidder, RR Donnelley, submitted a proposal by the published due date. The LM30 equipment specified must have a rated throughput of up to 30,000 documents per hour based on 8.5x11 Z-fold format, with dimensions of 23" wide by 214" long by 46" high and a weight of 2,020 pounds. The equipment requires specific power configurations (3x120 volt, 15 Amps, 60 Hz and 1x208-240 volt, 15 Amps), must operate at less than 94 dBA, maintain FCC 47CFR 15B and ETL/cETL listing certifications, and be engineered to process up to 2,000,000 forms per month with scheduled maintenance.

The Department of Technology, Management, & Budget's Procurement Office recommended an award to RR Donnelley in the amount of $103,495.00, pending State Administrative Board approval if applicable. The evaluation process assessed bidders' ability to demonstrate responsible vendor status and submitted proposals' responsiveness to solicitation requirements. The State reserved the right to conduct on-site facility visits, require oral presentations, conduct interviews and reference checks, and request additional price concessions during evaluation. The State considered fair market value for goods and services sought and evaluated qualified disabled veteran (QDV) status under MCL 18.1261(8) as part of the selection criteria. Bidders not recommended for award were encouraged to schedule debriefing sessions with the Solicitation Manager, Kyle Stolicker, at stolickerk@michigan.gov or 517-335-1562.

The State is not obligated to accept the lowest price proposal. If applicable, the State’s evaluation will include consideration of a bidder’s qualified disabled veteran (QDV) status under MCL 18.1261(8). Additional information on the QDV preference is available at: https://www.michigan.gov/micontractconnect/0,4541,7-225-48677-412612--,00.html.

The State strongly encourages strict adherence to the Contract Terms. The State reserves the right to deem a bid non-responsive for failure to accept the Contract Terms. Nevertheless, the bidder may submit proposed changes to the Contract Terms in track changes (i.e., visible edits) with an explanation of the bidder’s need for each proposed change. Failure to include track changes with an explanation of the bidder’s need for the proposed change constitutes the bidder’s acceptance of the Contract Terms. General statements, such as that the bidder reserves the right to negotiate the terms and conditions, may be considered non-responsive.

The State may conduct an on-site visit to tour and inspect the bidder’s facilities; require an oral presentation of the bidder's proposal; conduct interviews, research, reference checks, and background checks; and request additional price concessions at any point during the evaluation process.
