About this file

This is a Living Wage Certification Form issued by the Town of Manchester, Connecticut, required for vendors responding to the Town Fireworks Display Request for Proposal. Bidders must complete and submit this form with their proposal to indicate their status as either a covered employer subject to Manchester's Living Wage Ordinance or an exempt entity. The form requires bidders to certify under penalty of perjury that the representations made regarding their wage obligations are true and correct, and failure to complete and return the form may result in bid rejection.

Covered employers—defined as those with more than 25 eligible employees and contract values exceeding $25,000 annually—must pay the established living wage of $17.78 per hour for employees with comprehensive health benefits or $26.07 per hour without such benefits. Exemptions from the living wage requirement are available for employers with fewer than 25 eligible employees, contracts valued below $25,000, or qualifying charitable foundations, trusts, and nonprofit agencies exempt from federal income taxation under Internal Revenue Code Section 501. For the fireworks display procurement with a budgeted contract value of $32,000 per year, most vendors will likely qualify as covered employers and must commit to living wage compliance during the contract term spanning 2027 and 2028.
