About this file
This document is a detailed technical specification list for thermal imaging devices being sought by the Defense Threat Reduction Agency (DTRA). The specifications outline requirements for high-end thermal imagers with a minimum IR resolution of 1024 x 768, capable of recording IR video at 3.1 Mega Pixels, and featuring interchangeable FOV lenses with a 30Hz image frequency rate.
The thermal imagers must include specific technical capabilities such as an uncooled microbolometer detector with 17 micrometer pixel pitch, 7.5-14.0 micrometer spectral range, and thermal sensitivity under 20 millikelvin at 30°C. Additional requirements include a 5-inch touchscreen display, multiple IR color palettes, removable SD card storage, JPEG/TIFF file format support, radiometric IR video recording with AVC, rechargeable Lithium-Ion batteries with backup sets, AC power option (100-240V), and tripod mounting capability. The imagers must also feature measurement presets (center spot, hot/cold spot), a laser pointer, LED light, and the ability to stream video to external monitors.

LIST OF SPECIFICATIONS
Thermal Imagers
A list of the required specification for these imagers are as follows:
Image and Optical Data Specifications:
- The IR resolution must be 1024 x 768 at a minimum.
- Capable of recording IR video at 3.1 Mega Pixels.
- Be capable of interchanging different Field of View (FOV) Lenses.
- Image frequency rate of at least 30Hz.
- Capable of One-shot and manual focus.
- A digital zoom of 1-8x continuous
Detector Specification:
- Uncooled microbolometer with a pixel pitch of at least 17 micrometers
- Spectral range of 7.5 – 14.0 micrometers
- Thermal sensitivity of less than 20 millikelvin at 30oC
Image Presentation and Modes:
- A touchscreen display no larger than 5in with auto orientation
- A built-in digital camera and LED light
- IR color palettes of Iron, Rainbow HC, White Hot, Black Hot, Arctic, and Lava
- Image modes must consist of Infrared, Visual (digital), and Picture in Picture that is resizable and movable.
- Capable of time lapse imaging
Measurement and Analysis Specifications:
- Must have measurement presets such as center spot, hot spot, cold spot, as well as customizable user presets.
- Must have a Laser Pointer.
Data Storage and Streaming Specifications:
- Storage media must be through removable SD cards.
- Image file format should be JPEG or TIFF and should have measurement data included on the file.
- Radiometric IR video recording should use Advanced Video Coding (AVC)
- Radiometric IR video should have the ability to be streamed to a monitor.
Power Specifications:
- The imagers must be powered by rechargeable Lithium-Ion batteries. Additionally, the imagers should include additional sets of batteries to minimize down time during inspections.
- Due to the length of inspection activities, it would be ideal for the imagers to have an option to run off 100 – 240V (50-60MHz) plug-in power.
Mounting Specifications:
- The imagers must be capable of mounting to a tripod.
