About this file

This is a List of Salient Characteristics document detailing requirements for an IF1200A Unmanned Aircraft System (UAS) with Gremsy VIO EO/IR Sensor Payload for the U.S. Army Combat Capabilities Development Command (DEVCOM) Soldier Center's Protection Materials Division.

The document specifies the procurement of one IF1200A Hexacopter with SRoC Ground Control Station (CLIN 0001), battery kit including 16AH Compact batteries and TA3000 Battery Charger (CLIN 0002), spare parts kit with propellers and landing gear (CLIN 0003), and Gremsy VIO EO/IR Sensor Payload (CLIN 0004). The UAS must be NDAA compliant and requires an exception to policy waiver for critical electronic components. The system must support Short Range Reconnaissance (SRR) mission capabilities with EO/IR imaging including radiometric thermal capabilities. Delivery is required within 30 days after receipt of order to DEVCOM Soldier Center in Natick, MA. Optional CLINs 1001-1005 mirror the base requirements and are valid for 6 months after order receipt. The contractor must comply with prohibitions on foreign-made UAS per multiple DFARS clauses and the American Security Drone Act.

List of Salient Characteristics

25 FEBRUARY 2025

1. Background:

U.S. Army Combat Capabilities Development Command (DEVCOM), Soldier Center (SC), Protection Materials Division is in need of an IF1200A Unmanned Aircraft System (UAS) with Gremsy VIO EO/IR Sensor Payload to support data collection efforts related to multiple division programs.

The FY2020 National Defense Authorization Act (NDAA) Section 848 prohibits the operation or procurement foreign-made UAS. The Defense Innovation Unit (DIU) has established the Blue sUAS Project within its autonomy portfolio, which builds on the US Army’s sUAS program of record Short Range Reconnaissance (SRR). The goal of this effort is to provide the government with a list of secure and trusted UAVs. This catalog of sUAS will be relevant and recognizable to the military audience, therefore make the most sense as a platform for testing and demonstration of OEMT’s developmental technologies.

The IF1200A is NDAA compliant and there is a Blue List configuration. However, that version has limited control options and is not compatible with the Gremsy VIO EO/IR payload or other custom payloads. We require the SROC configuration for use of these payloads.

2. Requirements:

a. General Specifications: UAS for data collection efforts within the Protection

Materials Division. Must be NDAA compliant. An exception to policy waiver must be able to be approved for all the configuration of critical electronic components. Must be relevant to Short Range Reconnaissance (SRR) mission and include EO/IR imaging capabilities (including radiometric thermal). Must be able to carry a sensor payload, including custom payloads.

b. Specific Specifications: IF1200A Hexacopter with SRoC Ground Control Station and Gremsy VIO EO/IR Sensor Payload for IF1200A. Battery kit for IF1200A including: 16AH Compact batteries, 1 TA3000 Battery Charger, and 1 Pelican Transport Case. Spare parts kit for IF1200A including: 6 Folding Propellers, 1 CW Arm Assembly, 1 CWW Arm Assembly, 1 full set of Landing Gear, and 1 Tool Kit.

Additionally, the Contractor, and all deliverables shall comply with the following clauses relevant to UAS procurement:

52.240-1, Prohibition on Unmanned Aircraft Systems Manufactured or Assembled by American Security Drone Act—Covered Foreign Entities (NOV

2024)

252.225-7972 (Dev), Prohibition on the Procurement of Foreign-Made Unmanned Aircraft Systems (AUG 2024) (DEVIATION 2024-O0014)

252.225-7973 (Dev), Prohibition on the Procurement of Foreign-Made Unmanned Aircraft Systems – Representation (AUG 2024) (DEVIATION 2024-O0014)

3. Specific Deliverables:
