About this file

This document is a list of equipment required to support boiler and cooling tower treatment operations across multiple state facilities in Maine, prepared in conjunction with a Department of Administrative and Financial Services Request for Quotation (RFQ 18A 26031600000000000230). The equipment inventory spans ten locations across Augusta, Hallowell, and Vassalboro, Maine, and includes pumps, controllers, heat and chiller controls, and storage containers of varying capacities. The facilities requiring equipment are 5 Chimney Loop, 111 Sewall Street, 101 Hospital Street, 36 Hospital Street, 47 Independence Drive, and 10 Water Street, with smaller allocations at 90 Blossom Lane, 18 Elkins Lane, 19 Union Street, and 15 Oak Grove Road. In total, the equipment specifications reflect the infrastructure needed to support the delivery and management of boiler treatment compounds, cooling tower biocides, inhibitors, and related chemical treatments across the state's portfolio of facilities. The RFQ requires quotations by June 22, 2026, with a Master Agreement effective August 10, 2026 through August 9, 2027, plus four optional renewal periods extending through August 9, 2031.

The successful bidder must supply all specified equipment, install new equipment within 60 days of award, and maintain inventory sufficient to service all identified locations. Pricing must be quoted on an FOB Destination basis inclusive of shipping to any state facility and remain firm for a minimum of one year. The bidder is responsible for providing spill containment systems, performing twice-monthly chemical testing, and establishing authorized distributor networks throughout Maine. Required insurance includes commercial general liability of $1 million per occurrence, workers' compensation as required by law, and vehicle liability of $400,000 per occurrence. The State anticipates a single award to the lowest-priced qualified bidder based on best value criteria but reserves the right to make multiple awards or no award. Proof of specification compliance must be submitted within 48 hours of request.
