Liquid Oxygen RFQ-C v1.0 Request for Quote No. 20250813

This Request for Quote (RFQ) is issued by Tualatin Valley Water District (TVWD), serving as the Managing Agency for the Willamette Water Supply System (WWSS), seeking qualified suppliers for liquid oxygen (LOX) delivery to the WWSS Water Treatment Plant (WTP) in Sherwood, Oregon. The District requires delivery of approximately 400,000 pounds of liquid oxygen annually, with estimated usage of approximately 1,400 pounds per day during peak summer months and 900 pounds per day during fall and winter months. The WTP is currently under construction with an anticipated completion date of summer 2026, with preliminary commissioning activities and initial LOX deliveries expected to begin in fall 2025. Suppliers must submit complete quotes, including all required documentation, by Thursday, August 28, 2025, at 2:00 p.m. to Michael Page at Michael.Page@hillsboro-oregon.gov. No pre-bid meeting is scheduled, but suppliers are expected to contact the SME (Michael Page or Patrick Barr) with any questions regarding the delivery site before submitting their quote. The initial contract term is one year with automatic renewal for up to three additional one-year terms unless either party provides written notice of non-renewal by June 1 in advance of the September 1 anniversary date.

Pricing for this contract will be based on the awarded supplier's quoted prices for liquid oxygen per pound and shipping costs per load, with the not-to-exceed contract amount of $100,000 under TVWD's Local Contract Review Board Rules. Suppliers must comply with NSF/ANSI Standard 60 certification for drinking water treatment chemicals and provide extensive documentation including Safety Data Sheets, transportation and delivery plans, technical data sheets, sample bills of lading, invoices, and certificates of analysis. Payment terms are net 30 days, with District withholding payment if required documentation or current certificates of insurance are not provided. The LOX supplied must meet minimum purity requirements of 99.0 percent oxygen content by weight, water/moisture content not exceeding negative 80°F dew point, and total hydrocarbon content not exceeding 40 ppm at delivery. Supplier must maintain sufficient chemical quantities on hand with deliveries within five business days of order placement and provide 24/7 customer service availability. The contract will be awarded to the lowest responsive and responsible bidder, with the winning supplier required to provide commercial general liability insurance of $1,000,000 per occurrence, naming TVWD, City of Hillsboro, and WWSS as additional insureds. Suppliers may propose self-provision of transportation and delivery or use of subcontractors, with all costs for offloading cryogenic gases borne by the supplier.
