About this file

This document is an attachment related to a one-year contract (July 1, 2018 - June 30, 2019) for the Illinois Emergency Management Agency (IEMA) to obtain liquid nitrogen, Ultra High Purity P-10 gas, Ultra High Purity Nitrogen gas, and other gases along with tank rental and removal services for various IEMA and power plant facilities across Illinois. The vendor will deliver one Dewar of liquid nitrogen to each of the six power plants on a weekly basis and provide delivery within 48 hours for the IEMA Radiochemistry Laboratory in Springfield. Dry nitrogen will be delivered on an as-needed basis. Vendors must comply with Exelon site access policies and conduct an inventory of all tanks upon contract execution.

The pricing tables outline unit pricing for various nitrogen and other gas products, tank rental rates, and delivery fees for the different facilities. No price increases will be accepted, and the agency reserves the right to reject offers, award by item/group, and require new equipment with minimum one-year warranties. Award will be based on the sum total for all products, and the contract may not be subject to state taxes.

The Illinois Emergency Management Agency (IEMA) intends to enter into a one-year contract (July 1, 2018 – June 30, 2019) with a vendor to provide liquid nitrogen, Ultra High Purity P-10 gas, Ultra High Purity Nitrogen gas, and other gases along with tank rental and removal for the following facilities:

IEMA Bureau of Radiation Safety Radiochemistry Laboratory 1301 Knotts St.

Springfield, IL 62703-5326

Braidwood Generating Station 35100 S. Route 53 Braceville, IL 60407-9512 Byron Power Plant 4450 N. German Church Rd.

Byron, IL 61010-9794

Clinton Power Plant 8401 Power Road Clinton, IL 61727-9182 Dresden Power Plant 6500 N Dresden Road Morris, IL 60450-9736 LaSalle Power Plant 2601 N. 21st Road Marseilles, IL 61341-9757

Quad Cities Power Plant 22710 – 206th Avenue North Cordova, IL 61242-9470

· Vendor will deliver one (1) Dewar of liquid to each of the six (6) Power Plants listed above on a weekly delivery schedule, unless informed by the Agency otherwise. This schedule should be in conjunction with the Exelon delivery and will include removal of one tank upon delivery of a tank.

· Vendor will provide delivery within 48 hours of notice for the IEMA sections located at Knotts St. in Springfield, IL.

· Dry Nitrogen will be delivered on as as-needed basis and will be treated as a “Special Order.”

· “Special Orders” will be made to the Vendor via telephone and delivery will be coordinated between IEMA and the Vendor. All “Special Orders” for power plants will be made within 48 hours of request unless other delivery arrangements have been mutually agreed upon.

· Vendor will comply with all Exelon site access policies.

· Upon execution of the contract, Vendor shall conduct an inventory of all tanks for each of the Power Plants, which should be sent to Celeste Hawkins at celeste.hawkins@illinois.gov

Storage and Pick-Up Summary for Each Location:

· Braidwood – Vendor delivers the tanks outside of the Gaseous Effluent Monitoring System (GEMS) building to the left of the North-East doorway. The empties are placed in the same location for pickup.

· Byron – Vendor deliveries will be inside the Protected Area (PA), inside the GEMS building.

· Clinton – All tanks for Clinton are dropped off at the Plant’s receiving building outside of the protected area, also known as “Stores.” Once the tank leaves the vendor’s hands, it goes directly to the Plant’s staff at “Stores” and the Plant is the responsible for getting any IEMA tanks to and from our building inside the protected area from the “Stores.” All empty tanks are left in our building and placed in the same location for pickup. Exelon swaps the old for new and returns the empty tanks back to the “Stores” for vendor to pick up.

· Dresden – Vendor delivers the tanks outside of the GEMS building to the left of the North-West doorway. The empties are placed in the same location for pickup.

· LaSalle – Vendor deliveries will be inside the PA to the GEMS building.

· Quad Cities – Vendor deliveries are made directly to the warehouse outside the PA. Full bottles are then brought into the PA by the Plant personnel and empties are removed from the GEMS building when the full bottle is delivered. Again, this is by Plant personnel; vendor only visits the outside warehouse. The empties are placed in the same location for pickup.

· Radiochemistry Lab, Knotts Street, Springfield – Vendor deliveries and pickups will be inside the building in locations communicated to vendor.
