About this file
This is a Justification for Limiting Sources (LSJ) document submitted by the Department of Veterans Affairs for a single-source acquisition under the GSA Federal Supply Schedules (FSS) program.
The VA Salt Lake City Health Care System (SLCHCS) is procuring AudioCARE SMS Software licenses from Payton Merger Sub II, LLC (dba AudioCARE) to enable pharmacy services to utilize automated prescription refill notifications, ad-hoc communications, patient surveys, wellness health messages, and drug and equipment recalls. The required applications include Audio PREFILL, TM PREFILL, and TM COMMUNICATOR, along with the ACS-TM-BASE license that includes 120,000 texts per year. The acquisition is a follow-on task order against existing FSS Contract Number 47QTCA22D00CM and represents a continuation of previously integrated AudioCARE systems currently operational at the facility for pharmacy, Care in the Community (CITC), and Health Administration Service (HAS) functions. The estimated base plus four option years total contract value is redacted. The performance period spans May 20, 2026, through May 19, 2031, with base year and four one-year option periods. The justification for limiting sources to a single provider is based on the unique and highly specialized nature of the AudioCARE software, which is proprietary and patent-protected; a technical market research inquiry yielded only two alternative results (ScriptPro Inventory Management and DSS Diassyst), neither of which met the VA's operational requirements due to platform incompatibility or population-specific limitations. AudioCARE is identified as the sole authorized distributor with no other third-party dealers capable of selling, servicing, or supporting the required products. The contracting officer is John Cheng from Western Tier, NCO 19, RPO-W.

the current system allowing for automated telephone and text messages for prescriptions needing refill and renewal. The software acquired under this effort needs to interoperate yielded only 2 results: ScriptPro Inventory Management (SIM) and DSS Diassyst. The SIM Communications Module, which is installed in retail pharmacies and provides for refill reminders is not available for Workflow sites (VA sites). SIM can offer no reminder refill functionality for the VA at this time. Diassyst is specific to diabetic populations. The required system enhancement needs to serve all ECHCS veterans, and not be limited to diabetic patients only. Payton Merger Sub II, LLC dba AudioCARE is nationally contracted for other products currently including Refill, Renewal, and RxReady. Texting packages purchased are shared by all applications that text. As mentioned above, no other company besides AudioCARE can provide the software.
