About this file
This document is a Justification Review Document for a Sole Source Procurement under FAR Subpart 13.5 for HVAC Automated Logic Systems (ALS) at Fort Leavenworth. The procurement is for HVAC systems and control software with a performance period from August 1, 2025 to July 31, 2030. The contract is being awarded to CSC, which is the only authorized vendor in the region, with the manufacturer confirming exclusive licensing. The total system replacement cost is estimated at $50,000,000, making competition infeasible.
The justification emphasizes critical operational needs, noting that without this contract, facility HVAC systems will eventually fail, potentially impacting mission requirements and the health of facility occupants. Over 80% of facilities on the post already have ALC digital control systems, and changing to another system would create significant disruption and expense. The contracting activity is the Mission and Installation Contracting Command (MICC) at Fort Leavenworth, and the procurement will be funded through fiscal year 2025 Operations and Maintenance funds.
