About this file

This document is a Memorandum for Record describing the rationale for limiting competition for a Sole Source requirement to provide lodging and meals for the 2024 Change of Command event at the United States Southern Command (USSOUTHCOM) in Doral, Florida.

The requirement is for approximately 192 contracted and self-paid room nights, and 310 meals including breakfast, for an event hosting ministers, chiefs of defense, police commissioners, and other senior government officials from the US, Caribbean nations, Canada, France, and the UK. The Contracting Activity determined that the Pullman Airport Hotel is the only venue within 6 miles of USSOUTHCOM that can provide the necessary high-quality lodging, meals, and amenities to host these important dignitaries. Other hotels considered failed to meet the government's logistical, quality, and security requirements. The total estimated value of the requirement is not provided. The Contracting Officer has determined the anticipated price will be fair and reasonable based on historical pricing and application of per diem rates.

After an extensive search we found the , also known as the Pullman Airport Hotel, to be the only venue within 6 miles of the Command and near the airport, that can deliver the high-quality services (in the form of lodging and meals), for a competitive price, that the government requires now. This full-service hotel can provide all necessary amenities in an elegant, pleasant and secure location. There were other hotels considered but they fail to provide the logistics, quality service and amenities required by the US Government. Other venues did not have a full-service restaurant, or an airport shuttle service, and in some cases the quality of the rooms was very inferior. Additionally, this venue is familiar with accommodating foreign visitors like the ones on the Commander’s guest list.

Not securing an exceptional venue like the to lodge these ministers and very high-level dignitaries could result in a serious lack of prestige and poor hospitality on part of the United States Government and SOUTHERN Command. This will be in direct contrast to the image the command is trying to achieve and in opposition to the prestige bestowed upon the SOUTHCOM Commanders when they are guest to our arears of responsibilities (AORs). This event will host our new CCDR, our SECDEF and CJCS and it is imprimitive that we host them in a safe, clean, high caliber hotel like the
