About this file
This is a Memorandum for Record justifying a sole-source procurement action at or below the Simplified Acquisition Threshold.
The Corpus Christi Army Depot (CCAD), under Army Contracting Command at Redstone Arsenal, is procuring an annual AVEVA SCADA FLEX license subscription renewal via Purchase Order AS6400-5280-6013. The requirement is for Citect/SCADA software license subscriptions to monitor and control water treatment and chemical plating systems throughout CCAD. The 12-month contract will be awarded to Q-Mation Inc., located at 425 Caredean Drive, Horsham, Pennsylvania 19044-1318 (CAGE: 1Q194), as the sole distributor for AVEVA in the region. The procurement is fixed-price, funded through Army Working Capital Funds in FY 2026. The justification for sole-source procurement under FAR 13.106-1(b)(1) is based on the proprietary nature of the Citect software; Citect, the original equipment manufacturer, was purchased by AVEVA, and no other manufacturer's support or upgrades will function with the existing Citect/SCADA systems. Failure to procure the subscription would result in work stoppage and mission failure.
Market research was conducted in December 2025, including contact with knowledgeable government personnel, confirmation from an August 2025 vendor inquiry that Q-Mation is the only regional vendor capable of providing the AVEVA SCADA Flex Program, review of prior contract records (previous award W912NW-25-P-0029 to Q-Mation on 20 February 2025), and internet searches yielding no alternative sources. The sole-source justification will be redacted and posted in accordance with FAR Parts 5 and 13 publicizing requirements.
