About this file

This is a Memorandum for Record documenting a justification for limiting competition at or below the Simplified Acquisition Threshold for a federal contract action.

The contracting activity is CCAM-MZB-B, a new requirement for one year of annual support and maintenance for RepairData software and Executive Order 14028 (cybersecurity compliance module) for the Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center. The requirement directly supports the Terminal High Altitude Area Defense (THAAD) Institutional Conduct of Fire Trainer (ICOFT) program, enabling maintenance of spare parts inventory accountability, comprehensive equipment audits, and cybersecurity compliance. The contract type is fixed-price, funded through Operations & Maintenance (O&M) FY 2026 appropriations, with a desired award date of 22 September 2026. The procurement is a brand name buy designated for a specific business size category. The authority for limiting competition is FAR 16.505(b)(2)(i)(B), citing that only one awardee is capable of providing the required services.

The justification emphasizes that RepairData is a highly specialized, proprietary software suite with unique integrated capabilities for logistics and life cycle tracking that cannot be replicated by commercial off-the-shelf alternatives. Market research evaluated AcqCentric Life-Cycle Management Solutions and CohesionForce Configuration & Data Management Services but confirmed neither possesses the essential repair and maintenance management functionality required. The memorandum notes that license renewal is critical to prevent operational disruption to THAAD ICOFT maintenance activities; failure to renew would halt data input for inventory and repair history tracking and severely impact operational readiness. Switching to alternative systems would result in substantial cost duplication and unacceptable operational delays.

software platform would result in a substantial duplication of costs and unacceptable operational delays, directly impacting the readiness of the THAAD ICOFT program.

b. Extensive market research, including an evaluation of AcqCentric Life-Cycle Management Solutions and CohesionForce Configuration & Data Management Services, confirmed that no alternative software meets our specific requirements.

While AcqCentric offers broader features, it lacks essential repair and maintenance management capabilities. CohesionForce focuses solely on configuration management and data integrity, lacking the necessary repair and maintenance tracking functionality. Switching to either alternative would disrupt existing repair and maintenance tracking across all THAAD ICOFT locations.

c. Renewal of these RepairData licenses is essential to maintain continuous repair and maintenance tracking. Without valid licenses, this critical functionality will cease, halting data input for inventory, repair history, and maintenance activities.

Failure to renew will severely hinder, or completely prevent, the THAAD ICOFT’s ability to effectively track and manage repairs and maintenance, impacting operational readiness. The process of implementing an alternative system would be costly, not proven effective, and an inefficient use of the government’s time and resources.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or

X do not apply due to an exception at 5.202(a)(6).

Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A) as follows:

Action is a brand name restriction, over $25K but less that simplified acquisition threshold. It will be redacted and posted with the Request for Quote/Solicitation.

Exceptions to posting:

Action is NOT a brand name restriction and is under $150K, Action is a brand name restriction, under $25K.

Action is a brand name restriction over $25K but will not be posted due to exception:
