Technical Representative's Certification:

I hereby certify that this justification for limiting sources is made in good faith, that the supporting data and information are accurate and complete to the best of my knowledge and belief, and that it does meet the Government’s minimum needs. I would not be making this request if it were feasible to fully compete this requirement. I further certify this request is not the result of a desire to expend funds while those funds are still available.

NARA Competition Advocate

IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY AND SPECIFIC IDENTIFICATION OF THE DOCUMENT AS A "LIMITED SOURCE JUSTIFICATION."

See Page 1

I. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.

This is the justification and approval, in accordance with FAR Subpart 8.405-6, for limiting competition in the award of a task order to ALON, Inc. for Information Technology Security (IT Security) support. ALON is currently providing the same support services to NARA at Archives II, College Park, Maryland.

III. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS (INCLUDING THE ESTIMATED VALUE).

The scope of this task order is to obtain continuing services to support NARA’s IT Security program. Areas for which NARA requires support include incident response, security engineering, IT Security Tool Support, ongoing authorization, continuous monitoring program support, and risk management.

The estimated cost is $115,000 per month or $1,380,000 over the twelve month period of performance.

IV. IDENTIFICATION OF THE JUSTIFICATION RATIONALE (SEE 8.405-6(a)) AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.

This limited source action is placed in accordance with FAR Subpart 8.405-6(a)(1)(i)(A), urgent and compelling need. NARA has an immediate and critical requirement for continued vendor support of our IT Security program, without interruption or degradation of services. A recent award for the support services must be canceled as a result of a defect in award. There are no current NARA resources, contracts or other options to provide these services. This short term task order will allow a nine to twelve month period in which to fully compete the requirement.

ALON is uniquely qualified to provide these services to NARA without potential interruption for this short period of performance. The IT Security vendor is required to have a top-secret facility clearance, and some vendor personnel are required to have clearances as well. NARA would incur additional cost in processing a new vendor to fulfill the current requirements. As the incumbent, ALON already meets those requirements.

Additionally, ALON has completed a transition period during which they gained an understanding of NARA's environment, policies, and procedures. A new vendor would require some time to reach the same level of understanding, during which time NARA would incur unacceptable delays in meeting our program needs.

V. A DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING OFFICER THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d).

The services required by NARA in support of IT Security are available on GSA Schedule. GSA has already determined the prices of services and products under schedule contracts to be fair and reasonable. It is assumed that ALON will offer the same or similar discounts to their GSA rates as they offered in the procurement which resulted in the award of the letter subcontract. Based on the urgency and limited sources capable of meeting NARA’s requirements, the best value to the Government would be to award an order to ALON Inc.

VI. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.

Market research was not conducted as it has been determined that no other vendors could provide the required support to NARA without disruption of the essential services required by the IT Security program.

VII. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.

The requirement for continued IT Security support will be subject to competition. The period of performance for this task order should allow sufficient time to make an award and allow for a transition period, if necessary.

VIII. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT PRECLUDE THE AGENCY FROM MEETING THE REQUIREMENTS OF 8.405-1 AND 8.405-2 BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE.

In the normal course of activity, there are no barriers to competition. The procedures prescribed in FAR 8.405-2 will be followed to fill the requirements for the longer term, using GSA Schedule 70.

IX. THE ORDERING ACTIVITIES CONTRACTING OFFICER'S CERTIFICATION THAT THE JUSTIFICATION IS ACCURATE AND COMPLETE TO THE BEST OF THE CONTRACTING OFFICER'S KNOWLEDGE AND BELIEF.

See page 1.

X. EVIDENCE THAT ANY SUPPORTING DATA THAT IS THE RESPONSIBILITY OF TECHNICAL OR REQUIREMENTS PERSONNEL (E.G., VERIFYING THE GOVERNMENT'S MINIMUM NEEDS OR REQUIREMENTS OR OTHER RATIONALE FOR LIMITED SOURCES) AND WHICH FORM A BASIS FOR THE JUSTIFICATION HAVE BEEN CERTIFIED AS COMPLETE AND ACCURATE BY THE TECHNICAL OR REQUIREMENTS PERSONNEL.
