SUBJECT: LIMITED SOURCES JUSTIFICATION—FEDERAL SUPPLY SCHEDULE ORDERS
EXCEEDING SIMPLIFIED ACQUISITION THRESHOLD—FAR SUBPART 8.405-6
Upon the basis of the following justification, prepared in accordance with FAR 8.405-6(c), I, the OCSA
Division Chief, hereby approve the use of sources limited to fewer than those required in FAR 8.405-1, FAR 8.405-2 and FAR 8.405-3 pursuant to the authority of 41 U.S.C. 251 as implemented by the appropriate circumstances justifying this restriction per FAR 8.405-6(a)(1)(i)(C). This acquisition is conducted under authority of the Multiple-Award Schedule Program (41 U.S.C. 251, et seq. and 40 U.S.C
501).
1. IDENTIFICATION OF AGENCY AND THE CONTRACTING ACTIVITY.
National Geospatial-Intelligence Agency / Office of Contract Services
2. NATURE OR DESCRIPTION OF THE ACTION REQUESTED FOR APPROVAL.
NGA has the requirement for additional velocity in the modernization of Geospatial products and migration of foundation Geospatial capabilities in the Gateway West. To accomplish that work in the timeframe needed, we need to modify time and materials (T&M) task order GS35F581AA_HM0476-19F-
0262 / GEOINT Services Foundation GEOINT Core Delivery Team (CDT) to add professional Information Technology (IT) services. The proposed action would increase the task order value by approximately .
The current value of the Foundation CDT GSA task order is $14,977,107.68.
The GEOINT Services Offices proposes to add additional Core Delivery Teams to the existing Foundation CDT GSA task order for the following reasons:
1. Gateway West Modernization:
Additional teams are required to ensure timely modernization of all geospatial products within
Gateway West. The current level of effort under the Foundation CDT GSA task order only allows for the modernization of the highest priority products. Consequently, more core delivery teams working on Geospatial Product Management (GPM) are needed to ensure that the congressionally promised goal of modernizing the Gateway West by September 2022 is completed with all geospatial products modernized,
2. Gateway West Migration:
Additional teams are required to migrate all of Gateway West’s WWW and NIPR network content and services (currently hosted on legacy non-compliant infrastructure) by April 2021 to be compliant with DOD standards. Entities migrating to the new compliant demilitarized zone (DMZ)
(buffer zone between NGA network and the internet) infrastructure must be refactored to separate web, application, and database elements. Key impacted systems include data loading, EGIS, Tile
Services, EFD, GDP, Aero systems, and WebOps hosted applications. All migrations must be fully accredited in accordance with DoD ICD 503 Compliance standards. All Gateway West capabilities need to be fully operational in new DMZ by April 2021. If NGA does not complete the migration of Gateway West capabilities by this date, the capabilities may be turned off due to

security regulations and core NGA mission critical services may laps as a result. The vendor performing the migration is required to be familiar with the content and services in order to modernize the foundation product for GPM. As a consequence, the Foundation CDT GSA task order is uniquely positioned to provide the support needed for the migration because there is significant overlap in the GPM and migration work.
Due to the complexity and interrelated structure of the capabilities in question, the present contractor
Marathon TS under the Foundation CDT GSA task order is the only vendor who can fulfill the above described requirements within the stated time constraints. Marathon TS have demonstrated experience with both the legacy and modernized products and infrastructure and are consequently uniquely situated to respond to these requirements. Brining in a new vendor at this time would inhibit progress of the modernization of Gateway West and result in a slower migration of services. A new vendor would need several months to detangle the complex inter-relationships of the NGA organizations involved and old code that is not always adequately documented.
3. COMPLETE DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS, INCLUDING THE ESTIMATED VALUE.
This procurement will provide experienced IT professionals to assist NGA with the design, development, and deployment of major computer networks and applications. This effort will acquire personnel with demonstrated experience and expertise in the development, deployment, integration, operation, and sustainment of capabilities that provide for production, exploitation and dissemination of Foundation
GEOINT. Developers are experienced in providing geospatial capabilities for Land, Air & Water, Geomatics, and Human & Political Geography. Developers have experience with current Gateway West capabilities and the new modernized architecture being implemented to meet Congressional deadlines and automate manual foundation product processes. The exact skills are laid out in the Foundation CDT scope of work.
The projected cost of this modification is for the remaining two (2) 12-month option periods on the Foundation CDT GSA task order.
This effort is to acquire two (2) additional Core Delivery Teams (CDT) composed of ten (10) IT professionals; 2 Lead Software Engineers, 3 Software Engineer Mid, 2 Software Engineer Junior, 2 Cyber
Engineer, and 1 Senior Software Database Engineer. The Cyber Engineer and Software Engineer Junior are new labor categories on the Foundation CDT GSA task order but are already on the contractor’s base contract. The Cyber Engineer is added to fill the gap left by the Government in fulfilling the blended contractor/Government or Blue/Green team implementation. These engineers will ensure that all
Certification and Accreditation (C&A) work is accomplished in a timely manner. This support will also be leveraged by the existing five teams. The Software Engineer Junior labor category is added to provide flexibility in staffing and reduce overall task order costs. Junior Engineers will be able to use the established vendor CI/CD pipeline and development templates to ensure rapid productivity. The ten (10) contractor personnel will meet specific service capability gaps identified to meet the increased velocity needed to meet security and mission needs. This request is in addition to the existing three (3) teams for
Geospatial Product Management (GPM) and two (2) teams for Foundation GEOINT Disclosure and
Release Tool (FGDRT); bringing the total team members on the task order from twenty-two (22) to thirty-two (32).

4. IDENTIFICATION OF THE LSJ RATIONALE, AND IF APPLICABLE, A DEMONSTRATION OF THE CONTRACTOR’S
UNIQUE QUALIFICATIONS TO PROVIDE THE REQUISITE SUPPLY OR SERVICE.
The following authority is applicable to the described requirement:
FAR 8.405-6(a)(1)(i)(C)— In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
The original solicitation was competed under RFQ #HM047619Q0016 (eBuy reference # RFQ 1369508) on GSA eBUY on 05/30/2019 under GSA Schedule 70, SIN # 132 51 as a small business set-aside and was publicized as required by Subpart 5.2. NGA awarded the referenced task order to Marathon TS, Inc.
in September 2019.
The Foundation CDT GSA task order (GS35F581AA_HM0476-19F-0262) is uniquely positioned to supply the services that will satisfy the agency requirements. Services on this task order provide the continuity and highly specialized developers and engineers needed to meet the accelerated schedule for foundation product modernization and DMZ move. Marathon TS is uniquely qualified to fulfill this requirement because the contractor has expert knowledge of both the legacy and the modernized foundation product infrastructure. Marathon TS has also conducted a design analysis of how to optimize product modernization and obtain efficiencies across products within the data structures. The potential loss of time, expertise, and duplication of development infrastructure costs associated with a new vendor would severely disrupt the agency’s ability to continue modernizing its infrastructure and providing core foundation capabilities in the Gateway West.
The current contractor provides in depth knowledge of the current and modernized Gateway West architecture and experience with NGA integration across networks and the unique geospatial data requirements needed for this work. Due to the highly specialized nature of service the current contractor provides, this effort meets the requirements outlined in FAR 8.405-6(a)(1)(i)(C). Additionally, the potential delays in fulfilling the agency’s requirement and cost duplication resulting from competition would negatively affect the GEOINT Service mission and critical services to NGA customers.
5. DETERMINATION BY THE ORDERING ACTIVITY’S CONTRACTING OFFICER THE ORDER REPRESENTS THE BEST
VALUE CONSISTENT WITH FAR 8.404(D) AND FAR 8.405-2(D).
Prior to award, the Contracting Officer will ensure that a fair and reasonable price is obtained. This will be done by conducting a price analysis by comparing the proposed fully burdened labor rates to the contractor’s GSA schedule rates as well as the negotiated rates currently on the task order.
6. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A
STATEMENT WHY MARKET RESEARCH WAS NOT CONDUCTED.
Market research was conducted in 2019 for the original award of GS35F581AA HM0476-19F-0262/
GEOINT Services Foundation GEOINT Core Delivery Team (CDT) and can be located in the contract file.
