About this file
This document is a Limited Source Justification for a sole-source procurement by the 409th Contracting Support Brigade for the USAREUR-AF 56th Artillery Command. The procurement involves Ansys Government Initiatives (AGI) Systems Tool Kit (STK) Software as a Service (SaaS), valued at $471,421.64 over five years, to support multidomain operational planning and effects mapping. The software is required to synchronize precision effects across domains, with specific capabilities including real-time tracking, terrain mapping, electromagnetic spectrum analysis, and integration of multiple platform simulations.
The justification emphasizes that Ansys STK is the only software meeting all eleven specified technical requirements, including ability to connect with foreign partners, compatibility with existing systems, and comprehensive modeling capabilities. Market research conducted by the government reviewed alternative solutions from Saab, MathWorks, and ESRI, but determined none met the comprehensive needs. The procurement will be executed as a firm-fixed price delivery order through a GSA Federal Supply Schedule contract, using FY25 O&M funds, with the contracting officer certifying the pricing as fair and reasonable based on existing GSA schedule rates.

Limited Source Justification – FAR Part 8
1. Contracting Activity: 409th Contracting Support Brigade (CSB), Regional Contracting Office Wiesbaden (RCOW).
2. Description of Action: This procurement is a new requirement and will be a firm-fixed price delivery order via a GSA FSS contract. FY25 O&M funds will be utilized for this procurement.
3. Description of Supplies/Services: USAREUR-AF requires the use of Ansys STK Software as a Service (SaaS) to synchronize precision effects and precision fires in all domains against adversary anti-access/ area denial (A2/AD) networks in all domains, enabling joint forces to execute their operational plan (OPLAN) directed roles. There is currently no system to build and map all-domain precision effects and modeling synchronization effects of in the frequency spectrum. Ansys STK is a SaaS that can be reached from both NIPRNet and commercial connections. Using Ansys STK ensures that our partner nations can still attend virtual meetings to ensure mission continuation and success. The Ansys STK SaaS has already been proven to work on the NIPRNet without issue. Our foreign partners have had no issue connecting with the commercial network. Additionally, the Ansys STK SaaS will integrate with existing Ansys products that are already in use all around the USAREUR-AF Theater. Ansys STK SaaS requires no software download or 119 support. The virtual meetings take place in a web browser and in the purchase price there is a dedicated help line for any issues that arise.
Additionally, included in the cost are training materials provided by Ansys. For the G3 piloted program of Ansys STK SaaS the USAREUR-AF 56th AC team have been handling the Named User Accounts.
This software as a service (SaaS) is valued at approximately $471,421.64 over a five-year period. The Ansys software is critical to build and map effects in the electromagnetic spectrum, to include real time tracking, terrain mapping and EOIR modeling to build and prepare the multidomain common operating picture and provide analysis of effects within the theater. There is no other service that seamlessly integrates complex simulation for operational environments software that can be reached from NIPR and a commercial internet connection in use in the USAREUR-AF) footprint. More and more sites have come into existence due to the Ukraine conflict and has made having modeling necessary in varying European environments. It is critical to have a collaboration consistent SaaS to ensure that lines modeling, information sharing, and planning continue without issue across sites. Ansys STK SaaS has performed flawlessly for required simulations connecting NIPR, commercial internet, NATO and others. Ansys STK SaaS can compute different events to ensure maximum simulation options and visual capabilities.

The requiring activity has researched other software developer products and determined none of them meet all of the minimum Governmental requirements, as specified below. Additionally, no other software brand is compatible with the systems USARUER-AF currently utilizes.
4. Authority Cited: 41 United States Code 4106(c) as implemented in Federal Acquisition Regulation 8.405-6(a)(1)(i)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited:
USAREUR-AF requires the following are the minimum specifications and technical capabilities the Government requires:
(1) Ability to connect with foreign partners in a disbursed environment.
(2) Has been piloted by G3 without issue on NIPRNet
(3) Integrates with existing Ansys hardware and software that is already used in theater
(4) Supports bringing communications link analysis, radar analysis, trajectory design, dynamic coverage, attitude analysis, and other fundamental STK capabilities.
(5) Utilizes object model and command-driven interfaces to streamline workflows, automate repetitive routines, or even deploy stand-alone solutions to end users.
(6) Offers integration of multiple platforms/simulations (laser, light, radar, wind, viscosity, etc.) which is necessary to meet mission needs.
(7) Needs to have the ability to integrate space, air, electro, optical, telecommunications, seismic, and infrared systems design & operations.
(8) Must be able to prepare visual representations in whatever the designated interface (identified above) from at least fifteen thousand measurements and display precise information in 3D renderings or animations.

6. Efforts to Obtain Competition: Market research for near-peer competitors determined other software products are unable to meet all of the requirements listed above, nor are they compatible with the current network of systems USAREUR-AF employees. Additionally, market research determined that only AGI can provide this product as no other distributors or resellers exist, per an official statement provided by AGI, which has been uploaded into the contract file.
7. Actions to Increase Competition: N/A. The requirement will be competed as sole source under a GSA FSS. Only AGI can provide the AGI STK, no other vendors offer this product.
8. Market Research: Market research was conducted by reviewing available commercial and government-owned software solutions, including Saab’s TacFlow, MathWorks’ MATLAB, and ESRI’S ArcGIS. None of the aforementioned software provided the complex modelling capabilities or multiple domains required. AGI STK was the only system that provided comprehensive modeling capabilities to the specifications required. See market research report for details and rationale regarding the sole source procurement.
9. Negative Impact Statement: Ansys STK is the only available software that is capable of adequately meeting all mission requirements. The operational impact of failure to procure this product is a lack of synchronization of multidomain effects and the inability to create an all-encompassing COP, negatively impacting on-going planning efforts.
10. Requirements Certification:
I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
