About this file
This is a Limited Sources Justification (LSJ) memorandum for a brand-name-only acquisition issued by the Department of the Air Force, Headquarters 133rd Airlift Wing (AMC) in Saint Paul, Minnesota on 31 August 2026.
The contracting activity (133 MSG/MSC) seeks to procure TruLink Portable Transceivers, Part Number 780-1000-001-CF0095-M28, under a new Firm-Fixed-Price (FFP) purchase order. The requiring activity is the 109 Aeromedical Evacuation Squadron (109 AES). The justification restricts the acquisition exclusively to TruLink brand transceivers under the Revolutionary FAR Overhaul Section 6.103-1 (only one responsible source and no other supplies will satisfy agency requirements). The unique qualifications establishing the single-source requirement are: the transceiver is listed in Table of Allowance 887A version 7 for Strategic and Tactical Aeromedical Evacuation (AE) In-Flight Kits, is safe-to-fly certified, and is the only wireless intercom system that has completed operational testing and final fielding recommendations through the ANG AFRC Test Center (AATC) in Tucson, Arizona. Untested wireless systems are not authorized for Air Force aircraft use. The equipment is required for Aeromedical missions to provide wireless communication for crew members across multiple airframes, is Bluetooth capable, and is USAF flight-approved. Fair and reasonable cost determination will be established through comparison of competitive bids or published commercial price lists and historical pricing from prior contracts. Prior market research across four contracts over the past three to four years confirmed competitive sources are available for brand requirements, and future competition will be sought through Contract Opportunities postings.
