About this file
This is a Limited-Sources Justification for Federal Supply Schedule (FSS) Award issued by the Department of Justice, Bureau of Prisons for FCI Phoenix located at 37900 N 45th Avenue, Phoenix, Arizona 85086.
The requiring agency seeks to issue a delivery order against existing FSS contract GS-35F-0399Y to procure equipment and installation services for replacing the PABX System at the facility. The requirement includes a 20-20 system and MedTel VM Complete package, encompassing a site survey by MedTel Services Program Manager, punch-down cabling to the main distribution frame (MDF), installation materials, database programming, and system testing. The estimated contract value is $140,237.96. The contracting officer determined that only one source—MedTel Services, LLC (UEI: WFMVP3Z67FM7)—is capable of providing the required supplies and services at the requisite quality level because the equipment and services are unique and highly specialized. MedTel's system is the only solution compatible with existing components not being replaced, as other systems cannot connect or synchronize with current equipment. MedTel Services holds a current FSS contract and a Bureau of Prisons national contract for maintenance and service of these security systems, with an established record of satisfactory performance. The pricing is comparable to previous similar requirements and represents best value to the government. The contracting officer certified the justification on April 28, 2026, noting that future similar requirements will follow competitive procedures as circumstances permit due to the critical nature of the failing equipment essential to facility operations.
