About this file

This document is a Limited Source Justification (LSJ) for a sole-source award for local telephone services to the 142nd Wing and 116th Air Control Squadron. The estimated amount of the award is between $50,000 - $250,000. The requirement is for new IP-based telephone circuits, including 10M/10M port/access with 125 concurrent calls, 2,000 direct inward dials, and number porting. The justification states that CenturyLink (Lumen) is the sole provider of commercial telephone service in the geographic areas serving the 142nd and 116th, as defined by the FCC's service area regulations. CenturyLink is qualified to furnish and install the required equipment and provide the local telephone services. Future requirements will be reviewed to determine if additional competition becomes available.

3 BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND 7 171 86: The 142d Wing and the 116th Air Control Squadron (ACS) intend to issue an award for the installation and maintenance of new telephone circuits to their respective units. These new circuits will transition the previous service to an IP-based circuit. The new service will be a 10M/10M port/access circuit allowing 125 concurrent calls, will include 2000 direct inward dials (DID), and will port over current phone numbers to new service.

The 142nd and 116th currently utilize legacy Avaya PBX systems. These outdated systems will require equipment to perform the primary rate interface (PRI) / time division multiplex (TDM) hand-off from the new IP based circuit.

THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: Research shows that Century Link (Lumen) has been identified as the sole provider of commercial telephone service in both geographic areas. Service areas are called “study areas” as defined at https://www.ecfr.gov/current/title-47/chapter-I/subchapter-B/part-54 ecfr.gov title 47, chapter I, subchapter b, part 54.207(a). The term service area means a geographic area established by a state commission for the purpose of determining universal service obligations and support mechanisms. A service area defines the overall area for which the carrier shall receive support from federal universal service support mechanisms.
M57 565: Service/study areas identifying Century Link (Lumen) as the provider in the required locations can be found at this link:

https://www.fcc.gov/reports-research/maps/study-area-boundaries/

Century Link (Lumen) is qualified to furnish and install equipment suitable for the Government’s use, porting the existing telephone numbers, and providing local telephone services to the 142nd and 116th.

ACQUISITIONS ARE REQUIRED: Future requirements will be reviewed and market research will be conducted to determine if additional competition becomes available to provide this specific service.
