Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This acquisition is for the repair and replacement of a malfunctioning Siemens Artis Q multi-display manager (MDM) that is integral to the safe and effective operation of the Siemens interventional radiology (IR) system at the VA San Francisco Health Care System (VASFHCS). The contractor shall provide all labor, parts, tools, and testing necessary to replace and repair the MDM, verify proper integration with the existing Siemens IR system, and ensure the unit operates in accordance with original equipment manufacturer (OEM) specifications and is fit for patient use prior to return to service. The repaired MDM will restore full image display and control functionality in the IR suite, preventing workflow interruptions and procedure delays and avoiding the need to refer affected IR procedures to non-VA community providers, thereby supporting timely access to care for Veterans.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Video Converter DP # DVI 4G and Multi Display Manager DP 27x 5G are proprietary Siemens spare parts for the Artis Q IR suite and are only available from Siemens as the OEM. Use of non-OEM components would alter the validated system configuration, risk invalidating performance specifications and warranties, and introduce unacceptable clinical risk due to potential image degradation or failure during invasive procedures;

therefore, only Siemens parts can meet the Government’s minimum needs. The items are manufactured in Japan, a World Trade Organization Government Procurement Agreement (WTO GPA); however, this acquisition does not meet the $174,000 threshold required to apply the trade agreements exception. These items are required as spare parts for an existing Siemens MDM IR unit, and under FAR 25.104(a)(30), spare and replacement parts for foreign-manufactured equipment

with no domestic availability are considered nonavailable articles, providing a valid exception to the Buy American Act (BAA).

4. Description of market research conducted and results or statement why it was not conducted: Market research determined that the requirement is for proprietary Siemens replacement components that must be fully compatible with the existing Artis Q IR Suite installed at VASFHCS. The requested items are not available from any mandatory Government sources in the priority order prescribed by RFO 8.002 and VAAR 808.002, and reviews of VA and non-VA contract vehicles, including ECAT and SCMC, did not identify any existing contract line item or catalog entry for Siemens product numbers 11327729 (Video Converter DP # DVI 4G) or 30000464 (Multi Display Manager DP 27x 5G). While resellers or distributors may be available, all such vendors ultimately supply the same OEM multi display manager and associated video converter. As a result, competition, if any, will be at the distributor level for the same brand name product.
