About this file

This is a Justification Review Document for a federal contract action by the National Guard Bureau. The document justifies a procurement for TRONAIR CPT DIGITAL FLOWMETER UPGRADE, a modification kit designed to convert existing analog systems to modern digital flowmeters for Tronair units. The requirement includes three units: one F1 PSG MOD CPT DIGITAL FLOWMETER UPGRADE featuring a custom-designed reverse flow meter, and one H-1500 gauge upgrade. The acquisition is categorized as a Brand Name Individual Basis New Contract with a Firm Fixed Price contract type.

The justification cites 10 U.S.C. 2304(a)(1) or 41 U.S.C. 3304(a)(1) under FAR 6.302-1, establishing that only one responsible source can satisfy agency requirements. The authority is justified based on OEM-approved equipment requirements; the upgrades are specific to identified aircraft models and third-party components would void warranty and certification. The vendor must be an authorized Tronair distributor and sales outlet, as Tronair is the only manufacturer selling a compact tester approved for F-15 aircraft pressurization testing. The acquisition will be conducted as a small-business set-aside using Simplified Acquisition Procedures, with market research identifying two or more small business concerns capable of providing the required OEM-approved equipment through authorized distribution channels. The solicitation will be publicly posted on SAM.gov to maximize competition among eligible small business sources, though the requirement remains limited to OEM-manufactured or OEM-approved equipment to ensure compatibility, configuration control, and aircraft-specific technical support requirements. The document was prepared September 2, 2026, with approval by the Contracting Officer dated the same date.
