About this file

This document is a Limitations on Subcontracting Reporting template for small business prime contractors to self-certify compliance with FAR Clause 52.219-14 at contract completion.

Small business prime contractors must submit completed calculations to the Contracting Officer within 30 days of contract completion. For contracts or orders with a NAICS code for services (except construction), the prime contractor cannot pay more than 50 percent of the Government-paid amount to subcontractors that are not similarly situated entities. Subwork performed by similarly situated entities counts toward the 50 percent limitation threshold. When a contract includes both services and supplies, the 50 percent limitation applies only to the service portion. The template requires contractors to provide contract details (contract number, prime contractor name, total contract price, and type of set-aside), complete a five-step calculation determining the percentage of contract performance by the prime and similarly situated entities, and provide a detailed list of the prime contractor and all subcontractors with their concern status classifications (Small Business, 8(a), Service-Disabled Veteran-Owned Small Business, HUBZone, Women-Owned Small Business, etc.), assigned work activities, and corresponding dollar values. The authorized representative must sign and date the completed form.
