About this file
This is a Technical Specification document for the supply and delivery of limerock to Gainesville Regional Utilities (GRU) in Florida. GRU is soliciting bids for limerock to be used in various construction and maintenance projects, with an estimated annual quantity of 9,000 tons. The material must meet Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction, Section 911 for limerock base material, including all gradation, quality, and bearing value requirements. Deliveries are to be made to GRU's Eastside Operations Center located at 4747 North Main Street, Gainesville, FL 32609, or other GRU-designated locations within Gainesville as specified at the time of order. Normal delivery is required within two business days of order placement, with emergency deliveries potentially requested within two hours. The contract term runs from December 1, 2025, to November 30, 2028, with options for two additional one-year renewal periods and a potential six-month extension. Bids are due by 4:00 pm on Monday, November 17, 2025.
Limerock shall be billed on a per-ton basis using dry weight calculations, with a maximum allowable moisture content of 15% by weight. Material delivered with moisture content exceeding 15% will be subject to a deduction calculated by dividing the actual percentage of product by the required product percentage and multiplying the result by the per-ton cost. All invoices must include the requesting GRU department, delivery date, delivery ticket number, net delivered weight after moisture adjustment, signed delivery tickets, and purchase order number. Each delivery truck must comply with all applicable State of Florida and local vehicle weight, safety, and environmental regulations, and loads arriving overweight or contaminated with foreign material may be rejected at no cost to GRU. GRU reserves the right to sample and test delivered materials to verify conformance with FDOT Section 911 requirements and may reject non-compliant material requiring immediate removal at the Contractor's expense, accept material at a reduced price, or terminate the contract for default upon repeated specification failures. The specification document does not indicate specific set-asides, incumbent information, or a stated budget amount; however, the estimated annual quantity of 9,000 tons indicates a substantial procurement opportunity.

TECHNICAL SPECIFICATIONS / STATEMENT OF WORK
LIMEROCK
1.1 SCOPE.
1.1 The purpose of this specification is to establish minimum requirements for the supply and delivery of Limerock for Gainesville Regional Utilities (GRU), to be used in various construction and maintenance projects.

Construction, Section 911 – Limerock Base Material (latest edition). Material shall meet all gradation, quality , and bearing value requirements as specified herein.
2.2 Quantities shown in this solicitation are esimates only and are provide for bid evaluation purposes. GRU does not guarantee minimum or maximum quantity of purchase. The estimated annual quantity requested is 9,000 tons.
3.0 BILLING.
3.1 Limerock shall be billed on a per-ton (dry weight) basis, allowing for a maximum moisture content of 15% by weight.
3.2 A deduction will be made for material delivered with moisture content in excess of 15% for that portion which exceeds 15%. A representative sample will be taken at the GRU’s option and the measured moisture content will be used to establish the actual tonnage delivered and will be used for all deliveries that day on which the sample is taken.
3.3 The calculation to be used to determine moisture content shall be based on the delivered
Limerock’s moisture content percentage exceeding the 15% allowable moisture content.
[For example, if the moisture content of Limerock delivered is tested and results indicate that the moisture content is 25%, the product is essentially 75% product instead of the required 85% product, dividing the actual percentage of product by the required product yields the percentage of the deduction. (Ex: 75% divided by 85% = .88) This rate would then be multiplied by the per ton cost to determine the deduction.]
