This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.

(ii) This solicitation is issued as an RFQ Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 (08/07/2025).

Delivery Location:

USFS will deliver and pick up the vehicle within 200 road miles of: 1918 Commerce Ave Boise, ID 83705.

Vendor will have to tow to and from, if beyond 200 road-miles of this location.

Notice:

A 30 Day notice will be required for delivery of the vehicle to vendor. Vendor must complete work on the vehicle within 30 days of delivery to the vendor.

Requirements: Lightbar Supply and install light bar, grill lights, rear lights, and siren/speaker/control head with truck keyswitch “On” activated power, dedicated circuit with appropriate current protection.

--Supply and install LED strobe light bar, approx. 55 inches, red/white FIRE, take down and alley lights, amber directional traffic lights, mounted to roof (see attached sheet for configuration) with the lowest profile and rearward as possible.

--Supply and install two (6) LED red/white strobes in upper corners of front grill --Supply and install two red LED strobe lights on upper rear of bed --Supply and install external siren and speaker --Supply and install light and siren controller --Park/kill & timed out relay for battery drain protection

Requirements: Siren & Elecronics: Siren, Radios, and Console Install FS Supplied Radio Package into center console. BK Tech KNG M150 Powered through FS supplied Charge Guard (battery drain protector). Antenna roof mounted as far rearward as possible. Unit in console with correct mount plate. KNG-M150 single piece mobile with it for installation. The radio will need to be on a charge guard set/wired for ignition control, and on its own fuse. Along with the radio USFS will provide the antenna, coax, connector, and charge guard. The installer will need to order and provide the appropriate face plate to match the console brand. Hole alignments vary so they aren’t universal.

Supply and install sloped wide-body heavy duty cab center console with appropriate vehicle specific mounting plate and options specified below.

-One 20” sloped wide-body heavy duty console, 11 gauge welded steel construction -One internal dual cup holder -Radio model specific mounting faceplate(s) as needed -One light/siren control mounting faceplate for controller provided -Supply two magnetic mic holders for radio and siren controller microphones mounted to console -One 9” external wide-body locking storage box attached to rear of primary console -Two 9” height adjustable arm rests mounted to console sides -Console wired with two 12-volt outlets and two USB outlets, individual fuse protected power supply for mobile radios, power supply for lights/siren controller wired with truck “on”

USFS will provide the Forest Service Decals and door number.

(viii) FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023) (Provision)

Addenda to provision FAR 52.212-1:

Addenda to Provision 52.212-1: paragraph (b) Submission of Offers:

1) Offerors must have an active, unexpired, entity registration in SAM, the System for Award

Management, in order to submit a quote or have it evaluated and be a Small Business.

5) Responses should contain the following:

Price Proposal: Completed price schedule from section (v), pg 1 of this solicitation for all items.

Technical Quote: Provide an itemized list of all parts and labor and complete section (v), pg 1.

Delivery Date: You must be able to deliver all products/services at the time and date you will specify on pg. 1. If you cannot deliver by the requested date, put the delivery date you can meet in the “Date you can deliver” block on Pg 1. Keep in mind that extensions are not likely to be approved.

6) Other Requirements:

A) Failure to provide requested information (pg1 and 2) will disqualify your quote.

B) You must sign this solicitation on pg. 1 or your quote is disqualified without evaluation for failure to accept terms.

C) You must provide your UEID and SAM expiration date on pg. 1, and meet business size & type requirement (SB) (WOSB) (VOSB) (SDVOSB) (HUBZONE) (8(a)), etc.

D) Representations & Certifications: Mark and sign the reps and certs contained in this document. Do not send your own version.

E) You may add to, but not change or take away from anything written herein. Highlight any additions. If you would like a term added to the contract, should you be awarded it, request it in your email containing your quote. I will Negotiate its approval with the COR and add it, if we all parties come to an agreement. If the COR finds it unacceptable and negotiation cannot produce a good term, we will not accept the term and you will be informed and have the choice of accepting current terms or dropping your quote with no adverse actions.

(ix) FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) (Provision)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Best Value (Trade Off): The quote that meets all requirements and offers other factors that the government considers a best value to the government for the project. Such as, but not limited to, price, materials, delivery time, quality, American made products, warranty terms, support or maintenance network availability, lifetime maintenance cost, and any other consideration the COR deems important to the decision.

2. All Technical Requirements Met: You may not submit a quote for a product that does not meet ALL requirements as listed in the Statement of Work and Lightbar & Vehicle Identifiers documents. You must prove you can provide all the items listed by demonstrating a history of delivering said or like products. An SF30 will be posted showing the approved answers to all questions submitted of consequence.

Your signature on this solicitation is your signed statement that you will meet all requirements in the SOW as written without substitution unless you have an approved SF30 allowing the change.

3. Delivery Date: You must be able to deliver all products at the time and date you will specify on pg 1.

This date is required to evaluate your offer. Those with an earlier delivery date will be considered more favorably.

4. Past Performance: Vendor must not have any negative data in SAM, FAPIIS, CPARS or other report systems.

(Termination For Convenience of the Government) is not an automatic negative entry. Only negative CPARS, SAM, FAPIIS and other reporting system entries will be considered negative. Terminations for (Cause) or (Default) are negative and will be evaluated on a case-by-case basis to determine if the entry should still be held against the vendor. Technical and past performance, when combined, are in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price and product offered and delivery time frame, meeting specifications…etc.

5. Price: Price is not a stand-alone consideration, but the lower priced quote will be considered more favorably.

6. Data Verification:

A: You must sign this solicitation, or your quote is disqualified without evaluation for failure to accept terms.

B: You must be active (not expired) in SAM to submit a quote or have it evaluated or receive an award.

C: You must provide your UEID and SAM expiration date on pg 1, and meet business size & type requirement (SB) (WOSB) (VOSB) (SDVOSB) (HUBZONE) (8(a)), etc.

D: You may add to, but not change or take away from anything written herein. Highlight any additions.

All added terms and conditions from vendors are rejected. Inclusion of any added terms or conditions disqualifies your quote, with the exception of warranties. You may add warranty information as needed in a separate document.

E: If you would like a term added to the contract, should you be awarded it, request it in your email containing your quote. I will Negotiate its approval with the COR and add it, if we all parties come to an agreement. If the COR finds it unacceptable and negotiation cannot produce a good term, we will not accept the term and you will be informed and have the choice of accepting current terms or dropping your quote with no adverse actions.

b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

FAR 52.204-26 Covered Telecommunications Equipment or Services-Representation (OCT 2020) (Provision)

(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause FAR 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(c) (1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

(2) After conducting a reasonable inquiry for purposes of this representation, the offeror represents that it □ does, □ does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services.

FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021) (Provision) The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the https://www.acquisition.gov/far/52.204-25#FAR_52_204_25 https://www.sam.gov/

Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at FAR 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at FAR 52.204-26, or in paragraph (v)(2)(ii) of the provision at FAR 52.212-3.

(a) Definitions. As used in this provision—

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause FAR 52.204- 25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub.

L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) ( https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(d) Representation. The Offeror represents that—

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii) For covered services—

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment—

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable);

and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.

(ii) For covered services—

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the PSC of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.
