The project is prepared by DOWL and identified as Project No. 4626.12494.01, with a date of March 6, 2026.
The contract includes two primary bid items: Item 101 (Lifting Beam End Guide Modifications and Transport) and Item 102 (Facilitate Final Test), both compensated on a lump sum basis. Item 101 requires the contractor to transport the Owner-furnished lifting beam to a fabrication shop, perform modifications according to design specifications and drawings, and deliver the modified beam back to the project site. This item encompasses all labor, equipment, materials, and required submittals. Item 102 requires the contractor to coordinate and facilitate a Final Test at the project site by providing a crane and operator, attending the test with a representative to demonstrate the adjustable end guide functionality, and making any required adjustments based on test results. Contractor may request payment on Item 101 following shop inspection and delivery; BIA will pay Item 102 upon completion of the work.
Submittal requirements are detailed in Section 01 33 00 and include shop drawings and product data for steel stoplogs (minimum 45 days before fabrication begins), shop testing and inspection plans (within 30 days of Notice to Award), and painting and coatings product data and testing plans (within 30 days of Notice to Award). All submittals must be approved by the contractor and submitted electronically in PDF format through a web-based portal, with a 28-day review period for each submittal. Section 05 05 13 specifies painting and coating requirements for ferrous metals using System S-1 (Series 94H2O Hydro-Zinc primer, Series 22 Epoxoline midcoat and topcoat) with a minimum total dry-film thickness of 18.0 mils. Section 40 05 59.16 addresses steel stoplogs and lifting beam fabrication, including material standards (ASTM A992 for wide flanges, ASTM A36 for shapes and plates, ASTM A500 for HSS), welding requirements per AWS D1.1, and neoprene or EPDM rubber seals with specified physical properties. The contractor has a maximum fabrication duration of 21 days from pickup to prepare the equipment for shop inspection, followed by 5 days post-inspection to make adjustments and deliver. The Final Test will occur at the Main Canal Headworks and must demonstrate that the modified lifting beam travels freely through stoplog slots without binding or excessive gaps; if nonconformities are identified, the contractor must promptly rectify them and reschedule the test.
