Federal Motor Carrier Safety Administration Request for Proposal for Use of Lidar-based Measurements of Headway Gap for Detecting, Enforcing, and Preventing "Following Too Closely" Violations

REQUEST FOR QUOTE (RFQ)

RFQ NUMBER: 693JJ424Q000038

TITLE: Use of Lidar-based Measurements of Headway Gap for Detecting, Enforcing, and Preventing "Following Too Closely" Violations

The Federal Motor Carrier Safety Administration (FMCSA) is issuing this Request for Quote (RFQ).

FMCSA requests all interested offerors provide a response to this Use of Lidar-based Measurements of Headway Gap for Detecting, Enforcing, and Preventing "Following Too Closely" Violations RFQ.

The Government intends to award one (1) Firm Fixed Price Contract to a single Offeror for a 39-month period of performance. This effort will be awarded as a Firm Fixed Price (FFP) Task Order.

VOLUME I – TECHNICAL PROPOSAL:

Technical Proposal Requirements The Offeror shall describe and provide the following:

· Detailed technical approach and understanding to performing the work.

· The title and a description of the duties the personnel will perform; key personnel shall be identified as such.

· The technical proposal shall set forth any information that the offeror wishes to bring to the attention of the Government.

· Level of Effort table (displaying labor categories and labor hours per task). Cost information shall not be provided in the Technical Proposal.

· Information regarding the technical capabilities and specifications of the lidar device you are offering.

Each Offeror shall provide a complete description of their technical approach in a format and content applicable to the Statement of Work / Performance Work Statement requirements. Failure to provide any information may result in the Offeror being removed from consideration. The technical approach shall set forth in the most comprehensive manner the Offeror’s technical understanding and approach to performing all the specified requirements as delineated in the attached SOW/PWS. The technical approach shall present a clear, concise description of how the Offeror plans to accomplish the technical efforts defined in the SOW/PWS. The Offeror’s Technical Proposal should also describe how the work will be performed with respect to incorporating subject matter expertise for technical methodologies, processes, and procedures. The Offeror must demonstrate a technical understanding of the requirement and should not simply restate the Statement of Work / Performance Work Statement requirements.

Past Performance

The Offeror shall provide a complete description of their Past Performance/Experience. Failure to provide any information may result in the Offeror being removed from consideration. Therefore, the Offeror shall address the Past Performance/Experience. The Offeror’s Proposal will be evaluated to determine the extent to which it demonstrates performance and experience at a level similar in size, scope and complexity and ensures an appropriate level of confidence that the requirements as described in the Statement of Work / Performance Work Statement will be met.

The Offeror’s Proposal shall include a demonstrated record, within the past three (3) years, as confirmed by references, of successful past performance, including quality of services, compliance with SOW/PWS requirements, contract management, and customer satisfaction. If there is no past performance, contractors shall receive a “neutral” rating. For each reference, identify the following information:

A. Name and address of the company/agency B. Points of contact C. Telephone numbers and email addresses D. Contract type and number D2. CPARS record number E. Identify if you were Prime or Subcontractor F. Contract Value G. Original Value H. Current Value I. Explanation of Cost Growth J. Period of Performance K. Project Start Date L. VOLUME II – BUSINESS/PRICE PROPOSAL:

Each offeror shall submit a “Price Proposal” separate from the “Technical Proposal.” The Price Proposal shall include the following:

a.) The Offeror shall submit pricing for the total performance period. The Offeror’s proposed price shall illustrate how the Offeror understands the PWS requirements by substantiating the validity of the Offeror’s technical approach to performing the PWS requirements. Therefore, any limitations and/or assumptions in the Price Proposal shall be included by the Offeror.

For items b – d below, do not provide your pricing/price proposal as an “a la carte” menu listing the pricing of various options to select from. Your pricing for items b – d should be presented as a “package” consisting of the itemized and combined costs of the below-listed item b) a particular make and model of lidar device, item(s) c) any accessories/addons/etc. necessary to bring the lidar device into compliance with the minimum specifications for the device to be considered technically acceptable as listed in this request for quote, and item(s) d) any additional accessories/addons/etc. which are not covered under item c) (i.e., not necessary to render the “package” technically acceptable) yet which you nonetheless are electing to include in the pricing of the proposed “package”. The intention of this directive is to simplify the evaluation of proposals received in response to this RFQ by relying upon you, the offeror, to present what you believe is your best possible “package” solution and price given the Government’s needs and relative importance of the evaluation factors. Therefore, include in your pricing:

b.) The price per lidar device.

c.) The price(s) of any accessories, addons, software, service, etc. which must be purchased by the Government in addition to the lidar device in order for the overall solution to meet the minimum requirements in this document. For each item/service/etc., you must specify the quantity that must be purchased for your solution to meet the minimum requirements in this document – for example, one total across all lidar devices or one per lidar device. If there are no such additional items that must be purchased, please indicate such.

d.) The price(s) of any accessories, addons, software, service, etc. which need not be purchased by the Government in addition to the lidar device in order for the overall solution to meet the minimum requirements in this document, but which you nonetheless have included in your overall quoted price. For each item/service/etc., you must specify the quantity of the item/service that is included in the overall price, as well as the number of devices to which each unit of the item or service is applied – for example, if one unit of the service as priced covers the use of all lidar devices you will provide under this contract, so state. In contrast, if one item is priced per lidar device, state the same. You are encouraged to consider the basis for award for this contract as well as the evaluation factors and their respective importance in determining items/services/etc. which you are including in your pricing.

Also include the following in your price proposal:

e.) The price of any warranty agreement, e.g., extensions, not already included in the prices listed above, in order for the solution to meet the minimum warranty length requirement listed in this document (three years), on a per-device basis. If the minimum warranty length is already included in the price of the lidar device, please indicate such.

f.) The price of calibration services, on a per-device basis, covering a three-year period from the date of delivery. Please include and itemize any costs related to freight, shipping, etc. associated with the services. Please include a note clarifying the number of calibrations covered by the listed cost, ensuring that the frequency of service is in accordance with the minimum requirements listed in this document. If calibration is already included in the price of the lidar device, please indicate such.

g.) The cost of any training services for FMCSA’s Contracting Officer’s Representative (to prepare them to inspect the delivery of lidar devices to Mississippi Department of Public Safety) not already included in the prices listed above, in order for the solution to meet the minimum requirements for training.

h.) The cost of any training services for Mississippi Department of Public Safety personnel not already included in the prices listed above, in order for the solution to meet the minimum requirements for training. In accordance with the minimum requirements listed in this document, please present the costs in terms of the overall total cost for training for 150 individuals in Jackson, MS (or within 25 miles of Jackson, MS) on a single occasion. Please ensure that the cost information includes all associated costs as applicable, including other direct costs, travel costs, fully burdened labor rates, etc. If training will be provided at no additional cost, please indicate such. Note: the training services for 150 individuals listed above will be required regardless of the number of lidar devices purchased by the Government. The number of trainees may vary, but will not exceed 150.

i.) The cost of any recordkeeping services not already included in the prices listed above, in order for the solution to meet the minimum requirements for training recordkeeping listed in this document. These costs must include and itemize any costs related to freight, shipping, or other direct costs associated with the services. If the recordkeeping services described in this document are included in the price of training (or any other cost listed above), please indicate such.

j.) Any other fees, costs, etc. which you intend to charge which are not already listed above. This includes, e.g., delivery/shipping/etc. prices not included above.

Optional Additional Pricing Information Permitted but Will Not Be Evaluated: You may separately and apart from the above provide additional pricing information for products/services related to the lidar devices but which are not included above. Examples include but are not limited to non-essential accessories for special applications and extra parts. Please include this information on separate pages, with a length no greater than 3 pages, with each page clearly marked “Additional Pricing”. Please note that while the Government will consider this information to be part of your offer (and, at the sole discretion of the Contracting Officer, to be incorporated in the contract if you are the awardee), it will not be reviewed prior to rating of your proposal and will not be considered in the evaluation of your pricing or any other aspect of your proposal. The Government makes no guarantees that your provision of any such Additional Pricing will lead to the purchase of additional items or services.

Discounts: The Government is requesting that you please consider providing volume purchase discounts in your proposal. Any applicable discounts you offer will be used in the evaluation of your price/cost. Please ensure that you specify which costs the discounts apply to and at what volumes.

Example Overall Estimate: Because the Government will not be able to identify the number of lidar devices it will purchase until after an offer has been accepted, the total purchase amount may vary. To assist the Government in reviewing and evaluating your price/cost, and to assist you, the offeror, in providing the best possible pricing, you are advised that the Government currently intends to make a one-time purchase of 125 lidar devices – though depending on various factors, this number may vary between 10 devices and 150 devices. The Government requests that you therefore that, in addition to the per-unit pricing you provide in response to the items above, please also include one overall pricing/cost estimate, including any discounts as applicable, for a one-time purchase of 125 lidar devices (one hundred twenty-five) as described in your proposal, including all elements listed for items b – j above, as applicable.

In determining reasonableness, the government will assess if the offeror’s proposed prices, in nature and amount, do not exceed those which would be incurred by a prudent contractor in the conduct of competitive business. The assessment of reasonableness will take into account current market conditions and other factors that may impact price. The government will consider the following:

i. Is the proposed price(s) and number of FTEs comparable to the prices and staffing requirements anticipated in the independent government cost estimate (IGCE)?

ii. Is the proposed labor/skill mix comparable to the projected IGCE skill mix and/or sufficient to meet the SOW/PWS requirements based upon the Offeror’s technical and staffing approach?

Travel may be required for this contract, depending on your proposed technical approach in Volume I (e.g., in connection with delivery of training services, if you propose delivering in-person training). If applicable, travel, subsistence and local transportation shall be supported with a breakdown which includes: number of trips anticipated, cost-per-trip-per-person, destination(s) proposed, number of person(s) scheduled for travel, mode of transportation, and mileage allowances if privately-owned vehicles will be used. All travel should be in accordance with Federal Travel Regulation (GSA), GSA Per Diem Rates, and FAR 31.205-46 Travel costs.

Conflicts of Interest: The Offerors shall provide a brief statement in the proposal that describes in a concise manner all past, present or planned organizational, contractual or other interest(s), which may affect the Offeror’s ability to perform the proposed contract in an impartial and objective manner. The Contracting Officer (CO) will review the statement and may require additional relevant information from the Offerors. In accordance with FAR Subpart 9.5, all such information, and any other relevant information known to DOT, will be used to determine whether an award to the Offerors may create an actual or potential conflict of interest. If any such conflict of interest is found to exist, the CO may (a) disqualify the Offerors, or (b) determine that it is otherwise in the best interest of the United States to contract with the Offerors and include appropriate provisions to mitigate or avoid such conflict in the contract awarded.

52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment: In the recent Legislative mandate https://www.acquisition.gov/FAR-Case-2019-009/889_Part_B, DoD, GSA, and NASA issued an interim rule amending the Federal Acquisition Regulation (FAR) to implement section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019 (Pub. L. 115-232). Section 889(a)(1)(B) prohibits executive agencies from entering into, or extending or renewing, a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, on or after August 13, 2020, unless an exception applies or a waiver is granted. Offerors must complete Attachment 1.

EVALUATION FACTORS FOR AWARD & BASIS FOR AWARD

GENERAL INFORMATION:

The Government intends to award a single Firm Fixed Price (FFP) task order to the offeror whose proposal represents the best value. Best value is defined in FAR Part 2, as the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. The Government will conduct the best value analysis using the evaluation factors stated herein. In performing its best value analysis, the Government will compare any relevant differences to the Government’s requirement among the evaluated proposals to determine which proposal offers the greatest overall best value.

When conducting the evaluation, the Government may use data included by offerors in their proposal, as well as data obtained from other sources. Each offeror is responsible for ensuring that the information provided is thorough, accurate, and complete.

The Government reserves the right to award the task order without discussions. Therefore, the offeror is reminded that the Government intends to award this effort based on the initial proposal, as received, without discussions. Each offeror should submit its best offer, as the opportunity to submit a revised proposal is not anticipated.

BASIS FOR AWARD:

The Government will award to the offeror whose proposal offers an integrated approach for meeting the requirements of the SOW/PWS and is evaluated as the best overall offer for the Government, price/cost and other non-price/cost Factors considered. The determination of best value will be based on an evaluation of the following:

1 – Price/Cost 2 – Lidar Device Specifications and Capabilities (Non-Price) 3 – Technical Approach (Non-Price) 4 – Past Performance/Experience (Non-Price)

The Government is more concerned with making an award at a low price/cost than with obtaining accessories (e.g., equipment addons, upgrades, software, etc.) beyond those necessary for your solution to meet the minimum requirements in this RFQ. Although price/cost is more important than the other factors, device specifications and capabilities are also a significant factor in the evaluation of your proposal; the Government will not make an award based upon a proposal which includes a lidar device with significantly less superior technical features in order to achieve a small savings. Significantly less important than price and device specifications, but nonetheless considered as part of the evaluation, are your technical approach and past performance.

Although price is the most important factor among the four factors listed above, when combined, the non-price factors are approximately equal to price/cost. Accordingly, this evaluation may result in an award to a single higher-priced offeror where the decision is consistent with the evaluation factors and represents the best value to the Government.

After evaluation of all non-price factors, the Technical Evaluation Team (TET) will assign a single confidence rating for each proposal. The Government will assess its level of confidence that the offering contractor will successfully perform all requirements regarding delivery of lidar devices, training services, training recordkeeping services, warranty service, and calibration service.

High Confidence The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.

Some Confidence The Government has some confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention.

Low Confidence The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, or will be successful in performing the contract even with Government intervention.

A contract proposal receiving a “Low Confidence” rating in one or more criteria may be removed from further consideration for award or continued evaluation.

Based upon the results of the integrated assessment of the plan for conducting surveys and interviews, the technical and the price proposals, the Government may make an award to other than the lowest-priced contract proposal or the contract proposal with the highest technical rating if the selecting official determines that to do so would result in the best value to the Government.

It is the Government’s intent to award without further inquiries; however, further inquiries may be required with your firm. If further inquiries are needed, they may be written or oral questions. Your initial offer should contain your best terms for this work.

Contract proposals that do not respond to all requirements in the RFQ may be rejected without further evaluation, deliberation, or discussion. The Government may reject any quote that is evaluated to be significantly non-compliant with the solicitation requirements or reflects a failure to comprehend the complexity and risks of the work to be performed.

EVALUATION FACTORS:

Proposals submitted in response to this Request for Quote (RFQ) will be evaluated based on the following:

Factor 1 – Price/Cost

Each offeror shall submit a “Price Proposal” separate from the “Technical Proposal.” The Price Proposal shall include the following:

For each item/service/etc., you must specify the quantity of the item/service that is included in the overall price, as well as the number of devices to which each unit of the item or service is apple – for example, if one unit of the service as priced covers the use of all lidar devices you will provide under this contract, so state. In contrast, if one item is priced per lidar device, state the same. You are encouraged to consider the basis for award for this contract as well as the evaluation factors and their respective importance in determining items/services/etc. which you are including in your pricing.

Also include the following in your price proposal:

e.) Price proposals will be evaluated on the basis of the Total Evaluated Price. The Total Evaluated Price will be comprised of the proposed pricing for all CLINs.

The Price for the effort associated with FAR 52.217-8 Option to Extend Services will not be included in the total awarded value. If, at the end of the period of performance and within the time period established in the clause, the Government chooses to exercise this option, the pricing will be pursuant to the rates specified in the contract.

Evaluation of Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the base period. Evaluation of options will not obligate the Government to exercise the option(s).

Factor 2 - Lidar Device Specifications and Capabilities

As a reminder, the lidar devices are intended to be used by law enforcement distributed broadly throughout the state of Mississippi primarily for the enforcement of “following too closely” (“tailgating”) violations involving commercial motor vehicles (e.g., truck tractor/trailer combination vehicles, straight trucks such as box trucks and dump trucks, etc.). They will be used in a variety of precipitation, temperature, humidity, and ambient lighting conditions. Evidence gathered using the devices will be used for traffic enforcement and education. The devices should also perform well for speed enforcement and measurements involving non-commercial motor vehicles, but these purposes are secondary in importance.

Lidar Device Minimum Criteria Questions (Go-No-Go Criteria)

You must address the following questions. They are adapted from the statement of work. In answering them, you may consider any capabilities/functions added by the accessories, addons, software, etc. included in the proposed price of the lidar device you provided in Volume II. Your answers to the following questions will be verified by the Technical Evaluation Team. Your answers to these go-no-go questions will be used to determine whether the device you are proposing is technically acceptable, but they won’t otherwise contribute to the evaluation of Factor 2.

1. The lidar device you are offering must meet the definition of a domestic end product as defined in FAR 52.225-1(a) (for example, the alternative definition described under (1)(ii)(B) for the listing “Domestic End Product”). Does the lidar device you are offering meet this definition? Yes/No

2. The lidar device you are offering must be listed in the table of “Lidar Speed-Measuring Devices and Systems” in Part II of the most recent version of National Highway Traffic Safety Administration’s (NHTSA’s) report titled, “CONFORMING PRODUCT LIST (CPL) Speed Measuring Devices”. Is the lidar device you are offering listed in that table? Yes/No

3. The Government requires that all lidar devices you deliver to be of the same make/model. Are you able to deliver up to a maximum of 150 lidar devices of the same make/model in your proposal for a one time purchase? Yes/No

4. The lidar devices you are offering must use lidar to measure vehicle speed, velocity, and distance, including the following distance or time between two vehicles. The latter may be variously referred to as “time between cars”, “distance between cars”, “headway gap”, or another term. Does the solution in your proposal, including the lidar device and any addon features/software, have all of these capabilities? Yes/No

5. The lidar devices you are offering must provide the user with a display or other type of report depicting the most recent measurement(s) made using the device. Does the lidar device you are provide such a display or report? Yes/No

6. The lidar devices you are offering must be able to record and integrate either or both of photo or video data (i.e., an image or video recording of the event that was measure measured and/or the vehicle(s) involved in the measurement) with the measured speed/velocity/distance data. The combined/integrated record must show which measurement(s) correspond to which vehicle(s) depicted in the image or video. Do the lidar devices you are offering satisfy this overall requirement to record and integrate photo or video data with measurement data as described? Yes/No

7. The lidar device you are offering must prepare a timestamped record of measurements made with the device. This record must, at a minimum, provide sufficient information to document and describe potential traffic violations captured by measurements made with the device. Does the lidar device you are offering satisfy this requirement? Yes/No

8. The integrated and timestamped records described above must be available to the user for export to a file format sufficient to transfer data between computer systems. For the integrated records, these include any widely-available image or video file format as applicable, e.g., .jpeg, .png, .mp4, etc. For the timestamped records, such file formats include, but are not limited to, comma-separated-variable files (e.g., .csv) and Microsoft Excel Spreadsheets (.xlsx). Does your solution provide these capabilities or similar? Yes/No

Capabilities beyond the Minimum Criteria

In this section, please provide information as specified below for capabilities “as priced”. That is, “capability” in this case refers to actual functionality or performance at the offered price, not the potential performance if the device were, for example, upgraded to a premium package at a higher cost or additional features were purchased. The evaluation of these capabilities is of approximately equal importance relative to the evaluation of specifications when considering the overall evaluation of Factor 2.

This section is primarily intended to address differences between makes/models of lidar devices in terms of the capabilities of the base model. You are permitted to describe the capabilities added by any accessories/addons/software not addressed elsewhere which you are including in your price for each lidar device. However, regardless of the technical superiority of your solution or the number of features, capabilities, please keep in mind that price is the most important single factor in this evaluation non-price factors, including this one, will only significantly impact the outcome of the evaluation if prices converge between offers while capabilities diverge.

It is impossible to predict all possible features, capabilities, specifications, etc. in advance of receiving offers. Therefore, three categories relevant to the use case of the lidar devices to be acquired are provided below. You must address each. For the purposes of evaluating the “capabilities” component of this evaluation factor:

· The first set of capabilities listed below (headway gap function) will be considered twice as important as the second (evidence gathering) and third (other) sets.

· The individual capabilities within each set will be considered equally important relative to the other capabilities within the same set.

Headway Gap Function: You must address the following questions regarding the implementation of your lidar device’s headway gap/distance between cars/following distance/following time function:

1. Directional Capability: is your device capable of measuring headway gap for:

a. Approaching Traffic (Yes/No)

b. Receding Traffic (Yes/No) Note: Devices which can measure headway gap for both approaching and receding traffic will receive more consideration in the evaluation of this factor. Headway gap measurement capability for at least one category above is required for your offer to be technically acceptable (see question #4 in Go-No-Go criteria questions for the lidar devices).

2. Adjustments/Calibration: does your device incorporate adjustments or calibration features for the purpose of improving measurement, e.g., adjustments for distance or angle relative to traffic? (Yes/No; if “Yes”, please provide further information) Note: Devices which incorporate adjustments or calibration features specific to the instance of use will receive additional consideration. These features are not required for your offer to be technically acceptable.

3. Measurement Representation: Describe in generalized terms what the headway gap measurement information reported by your lidar device represents, specifically. For example, if the measurements are reported as “distance” in feet, define the distance between what (e.g., the front surface of a lead vehicle and the front surface of a following vehicle; the rear surface of a following vehicle and the rear surface of a lead vehicle; etc.). Devices which reduce error in the measurement of headway gap (e.g., accounting for the length of vehicle(s)) will receive additional consideration.

Evidence Gathering Capabilities: Address whether your solution incorporates the following capabilities. For the low ambient lighting conditions function, provide a brief description of the enhancements which make such operations possible with your solution. Additional consideration will be given to solutions which include any of the following.

1. Infrared Illumination for Operations in Low Ambient Lighting Conditions (e.g., Night)

2. Included Automatic License Plate Reader Feature

3. Included/Integrated HUD with Aiming Reticle

Other Capabilities: Address whether your solution incorporates any of the following and provide a brief description explaining the specific implementation as applicable.

1. Anti-Laser-Jamming Features, e.g., Variations in Pulse Rate, Advantageous Beam Properties, etc.

2. Included Additional Software for Computer and/or Mobile Devices (Describe Functions)

3. Included Software Update Service (Specify Basis for Updates/Frequency and What is Updated)

Specifications

Include in your submission of Volume I the following specifications of the lidar device you are offering. In terms of the evaluation of this subfactor of Factor 2, each of the individual specifications listed below will be treated as having approximately equal importance.

In terms of the overall evaluation of Factor 2, the evaluation of the specifications below is approximately equal to the importance of the evaluation of the capabilities in the previous subsection. The capabilities and specifications will form the basis for the evaluation of Factor 2, along with the list of go-no-go questions for establishing technical acceptability.

If any specifications are not applicable to your solution, for example, your device has no non-removable internal storage, please clearly state this as applicable.

1. Maximum Laser Range (in feet or meters) in (i.e., in Normal/Optimal Conditions)

2. Photo and Video Resolutions in Pixels (Width x Height)

3. Internal Storage Type and Capacity (Non-Removable Storage)

4. Removable Storage Type and Capacity (if device can transfer photos/videos wirelessly, indicate)

5. Display Resolution in Pixels; Diagonal Measurement (width x height; inches)

6. Device Weight (pounds or kilograms)

7. Optical Zoom/Magnification Maximum Factor (e.g., 2.0x); do not include digital zoom factor

8. Number of Batteries Included (if multiple required for operation, provide number of sets)

9. Maximum Video Framerate (Frames per Second)

Factor 3 - Technical Approach

Each Offeror shall provide a complete description of their technical approach in a format and content applicable to the requirements in the attached Statement of Work / Performance Work Statement (SOW/PWS). Failure to provide any information may result in the Offeror being removed from consideration. Technical approach shall set forth in the most comprehensive manner the Offeror’s technical understanding and approach to performing all the specified requirements as delineated in the Task Order SOW/PWS. The technical approach shall present a clear, concise description of how the Offerors plans to accomplish the technical efforts defined in the SOW/PWS. The Offeror’s Proposal should also describe how the work will be performed with respect to incorporating subject matter expertise for technical methodologies, processes and procedures. The Offeror must demonstrate a technical understanding of the requirement and should not simply restate the SOW/PWS requirements.

Your technical approach will be evaluated based on:

1. Your plan for initial delivery of the devices, such as promised delivery timeframes, plans for packing and shipping, etc.

2. Your plan for providing training, such as how the training will be delivered (live, pre-recorded, text-only, etc.), the level of support available during training (in-person instructors, phone assistance, video chat, e-mail support), the type(s) of training that will be conducted (demonstration by instructor, hands-on exercises, downloadable presentation only, etc.). Your proposal for providing training to potential future trainees, if any, and alternative training plans, if any, will be considered as well. If your proposal incorporates live training, please include, at a minimum, the name(s) and titles of training staff you intend to use.

3. Your plan for recordkeeping of training records and providing those records to the trainees.

4. Your plan for providing warranty service and the terms and conditions of your warranty.

5. Your plan for arranging and/or providing calibration services.

In developing your technical approach, you are encouraged to consider the minimum requirements in the statement of work, the basis for the award, and the relative importance of the evaluation factors. Keep in mind that price/cost is the most important single factor, and that in terms of non-price factors, technical approach is less important than the capabilities/specifications of the lidar device you are offering. The overall importance of the evaluation of your technical approach will increase if there are small differences between proposals with respect to both the proposed prices/costs and lidar device capabilities/specifications.

Factor 4 - Past Performance

The Offeror shall provide a complete description of their Past Performance/experience. The Offeror’s Proposal will be evaluated to determine the extent to which it demonstrates performance and experience at a level similar in size, scope and complexity and ensures an appropriate level of confidence that the requirements as described in the Statement of Work / Performance Work Statement will be met.

The Offeror’s Proposal shall include a demonstrated record, within the past three (3) years as confirmed by references, of successful past performance, including quality of services, compliance with Statement of Work / Performance Work Statement requirements, contract management, and customer satisfaction. If there is no past performance, Offerors shall receive a “neutral” rating. For each reference, the Offeror shall identify the following information:

RFQ QUESTIONS DEADLINE:

All offeror questions on the RFQ must be submitted and received not later than 12:00 PM Eastern Standard Time on September 13, 2024.

PROPOSAL DEADLINE:

All offeror proposals must be submitted and received not later than 12:00 PM Eastern Standard Time on September 19, 2024 to the Contract Specialist, Steve.Fuller@dot.gov and Contracting Officer, Prattsie.Artis@dot.gov. Offerors shall submit one (1) original proposal in an electronic version of both volumes in PDF (or MS Word) format and any pricing tables on the attached form Price Proposal Matrix. Offerors must submit all proposals via email. Offers shall be submitted in a single zip file containing two (2) PDF files – (1) Technical proposal and (2) Business/Cost proposal, including spreadsheet.

The Proposal should be typed, with one-inch margins, using times new roman or the equivalent font, 12-point type (or equivalent) and printed, unreduced in size, on 8-1/2" by 11" paper, not exceeding 25 pages, single sided, exclusive of resumes. Any pages more than 25 will be disregarded and will not be included in the proposal evaluation. The optional “Additional Pricing” information (3 pages maximum) is not included in this limit.

In closing, all inquiries regarding this Request for Proposal must be made directly to the Contract Specialist, Steve.Fuller@dot.gov. At no time during the RFQ period should a prospective offeror contact any individual within the Federal Motor Carrier Safety Administration to seek assistance with a question and/or concern regarding this Request for Quote.
