PORTLAND, OREGON

Matthew D. Kurtz Real Estate Contracting Officer

The attached Questions and Answers are hereby incorporated into the SFO as Exhibit “D”.

Exhibit “D” Questions / Answers

Solicitation for Offers LI-13880

1. Are housekeeping service required? If so what is the frequency of service (bi-weekly or monthly)

There is no continuing requirement for cleaning on a regular basis.

2. Will there be any rotations or change in occupants that require cleaning?

Yes, per Exhibit A, Paragraph 12:

“The Lessor hereby agrees to perform, upon request by the Government and at no additional cost to the Government, a general cleaning including appliances, furnishings, and professional steam cleaning of all carpeted areas upon termination of a leased unit and/or at a change in assigned occupancy resulting in unit vacancy. Said general cleaning shall occur no more frequently than once per year.”

3. We reviewed the map. Please clarify, what is the exact address of place of performance?

There is no exact address for a place of performance.

4. Is proximity to public transportation a requirement?

No.

5. Will this be a sole-source or multi award?

Multiple award letters may be issued for the five year period.

6. With regards to Page 4, #3 Offers: Pricing used will be that from the year in which the lease or renewal is awarded. Please expand on this to understand how it will apply. Will any apartments acquired in year 1, when renewed for year 2, increase to year 2 pricing?

Leases under this solicitation will be awarded for a period of 6 months, renewable through a 1 year period from the initial lease start date. If a renewal is issued, the rental rate during the year of renewal will be charged. (If the lease is renewed in March 2023, the renewal will be made using the 2023 yearly rate.)

7. The Statement of Work states a need for (3) 1-Bedroom and (36) 2-Bedroom units, will you consider (12) 3-Bedroom with 2 Baths units in lieu of 2- Bedroom units

Please refer to Paragraph 2.B.i of the SFO. Three (3) bedroom units will be considered in place of some of the two (2) bedroom units; however, due to gender separation requirements there will still be a need for some two (2) bedroom units.

8. There is no requirement listed for unit cleaning services during the dates of occupancy for this project, is that correct?

See questions 1&2 above.

9. The Statement of Work states “Move out cleaning, including any applicable carpet cleaning is to be at the expense of the Lessor.” This is a mandate for a prospective vendor to incur the expense of move-out cleaning even though the US Navy does not require routine cleaning services, consequently, if the occupant does not regularly clean the unit, there is the potential for undue “wear and tear” costs thrust upon the prospective vendor. Is that correct?

Please refer to Exhibit B, Paragraph 11 of the SFO. Any damages to the leased premises incurred throughout the tenancy will be handled by a separate agreement between the Government and the lessor.

10. Although there is no requirement for unit cleaning, there is a statement regarding the need to “supply new Hypo-Allergenic Pillows as required per occupant on Exhibit “C,” Unit Furnishings, upon notice from Government there is a change of occupant.” How often will there be a change of occupancy?

There will not be more than one change of occupancy per year.

11. Is there a requirement to have full unit cleaning upon change of occupancy?

See question 2 above.

12. The Statement of Work states “Lessor shall provide laundry facilities to include washers and dryers within the unit, or located conveniently within the community, and furnish each occupant with a minimum of two (2) washer and dryer loads per week at no charge to the occupants.” When an apartment does not offer in-unit washers and dryers, apartment laundry rooms typically have coin operated machines, are you mandating a prospective vendor to provide funds weekly to the occupant to launder their clothes? Or is that statement in error?

Please refer to Exhibit B, Paragraph 2 of the SFO. Laundry must be provided at no additional cost. The method to provide that is up to the discretion of the vendor.

13. Is this a new requirement or are there incumbents, if so, can the government please provide the most recent contract award number/contract value?

This is a new requirement.
