END OF SECTION 01 01 00
LEV VOR ROAD RECONSTRUCTION November 15, 2022
SITE SPECIFIC SUPPLEMENTARY REQUIREMENTS 01 01 10 - 1
SECTION 01 01 10 – SCOPE OF WORK
1.1 ROAD RECONSTRUCTION PROJECT SCOPE OF WORK
A. FAA goals.
1. LEV VOR is located in a vulnerable environment prone to flooding and storm surges.
The access road has a length of about 3,300 lf connecting Lousiana Highway 1 to the radar site. The access road uses an existing embankment that has been filled with dirt and gravel throughout many years. This road is surrounded by lagoons or coastal waters that flow interconnected and create wave action against the embankment slopes eroding them.
During seasonal storms water surges transport away the pavement gravel, deteriorate the slopes and collapses the pavement.
2. It is FAA goal to build an embankment that will provide some protection to the road and elevates the road profile to a minimum of 3.5 ft elevation protected in low laying areas with a TRULINE sheet pile retaining wall to seve as seawall. For reference, Sate Highway Lousiana 1 has an average elevation of 4 ft in the immediate area to the site.
This road improvements shall have a life cycle of at least 20-30 years with consistent maintenance.
3. FAA proposes to maintain a paved gravel road for access to the radar site. It is of first importance that the material seleccion for the embankment, base course and surface course be of the best quality, gradation and properties set forth by the Lousiana Department of Transportation and provided with this Technical Specifications and Drawings. Therefore, Testing will be of first importance. A qualified third party will provide testing for materials and compaction.
4. Equipment utilized on earthwork: excavation and fill; compaction, configuration of cross sections, cross slopes, drainage side channels, will be inspected routinatelly to make sure the proper equipment, materials, procedures, ways and means are consistently applied to the work.
5. Equipment utilized on erection of bulkhead, wave action barriers, slope protection blankets, will be inspected routinatelly to make sure the proper equipment, materials, procedures and ways and means are consistently applied to the work.
B. Radar Property Access
1. Radar site will be considered secured and as such, Contractor shall coordinate with the
MSY ATCT SSCM office and the COTR to gain entrance into this secured area. The FAA may grant access privileges to the Contractor or may require full time escort by RE, COR, and designated local Tech Ops personnel.
C. Work on Adjacent Properties
1. Contractor shall coordinate work on adjacent properties with the COTR, the owners, and
SSCM Office. Contractor shall schedule and perform the work in such a manner as to minimize impacts to FAA operations. Coordination and notification of this work shall be at least 14 days in advance of the planned work.
