About this file
This is a Request for Proposal (RFP 25-002) letter from Princeton Plasma Physics Laboratory (PPPL) seeking Code Inspection Services through a Basic Ordering Agreement (BOA). The services required include Plumbing, Electric, Fire and Building code inspection and consulting services for building and facility code inspections at PPPL's Princeton, NJ facility. The work involves reviewing construction installations for compliance and conducting code review/research to help Authorities Having Jurisdiction (AHJ) assess existing construction conditions.
The BOA will have a 3-year base period with two 12-month option periods, for a potential total of 5 years. Work will be issued through Job Orders on either a fixed-price or time and materials basis, with pre-agreed hourly labor rates incorporated into the BOA. Proposals are due by 4:30 PM EST on January 15, 2025. PPPL, as a DOE prime contractor, does not guarantee any minimum number of Job Orders, and the work volume depends on available government funding. Interested firms must submit an Acknowledgement form to the Procurement Specialist and can direct questions to Cheryl Colan at (609) 243-3486 or ccolan@pppl.gov.

QAPD B.5 UNIQUE IDENTIFIER: FAC-010010.3.4
The Trustees of Princeton University, a U.S. Department of Energy Prime Contractor, represented by Princeton Plasma Physics Laboratory (PPPL), has a requirement for Code Inspection Services, to provide Plumbing, Electric, Fire and Building code inspection and consulting services for building and facility code inspections of construction installations for compliance and code review/research to help Authorities Having Jurisdiction (AHJ) review existing construction conditions. Additional details can be found in the Statement of Work (SOW), Attachment 1, Code Inspection Services. The work shall be performed at Princeton Plasma Physics Laboratory, 100 Stellarator Road, James Forrestal Campus, US Route 1 North, Princeton, NJ.
PPPL wishes to solicit proposals from qualified Subcontractor(s) to provide these services with the development of an individual Basic Ordering Agreement (BOA) and (with the possibility with multiple subcontractors) to support the Laboratory mission needs, as detailed in the attached Statement of Work, Attachment 1.
The basic concept of the BOA is:
Incorporated into the proposed BOA will be pre-agreed hourly labor rates.
BOA Subcontractor(s) is given a work requirement and asked to provide a fixed-price proposal or time and materials estimate for its performance.
The fixed-price proposed or time and material estimate would be supported by detailed breakdown of labor (hours and type/skill level), material and equipment costs.
Job Orders for the performance of work requirements would be issued at either a Fixed-Price mutually agreed to by the parties or on a time and materials basis.
The term of the proposed BOA is three (3) years from date of award with option to extend the performance period for two (2) consecutive twelve (12) month periods, a total of five (5) years if all options are exercised.
PPPL will not guarantee the issuance of any minimum number of Job Orders under the proposed BOA.
The number and dollar value of Job Orders to be issued cannot be predicted with any accuracy in that it is dependent upon the availability of Government funding.
It is recommended that interested firms review the RFP documents thoroughly.
