About this file
This document is a Letter of Intent template for the State of Illinois' Business Enterprise Program (BEP) or Veteran Small Business (VSB) requirements. It outlines the process for a prime vendor to submit a signed Letter of Intent from each certified BEP or VSB vendor, which must be included with the bid/offer. The LOI must detail the negotiated contract percentage, scope of work, and subcontract amount for the certified vendor. Changes to the identified BEP/VSB vendor require written approval from the procuring agency.
The related state and local contract opportunity is for an indefinite quantity, indefinite delivery contract with the Illinois Department of Children and Family Services (DCFS) for Instant Oral Fluid Drug Test Kits, Oral Fluid Laboratory Confirmation Test Kits, HHS-Certified Laboratory Screening/Confirmation Testing, and an enhanced training program. This opportunity is open to responsive, responsible vendors on an as-needed basis for statewide implementation.
