This is a Notice of Intent to issue a negotiated sole source proposed contract action under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.
This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded based on offers received in response to this notice.
Under the authority of FAR 13.106-1(b)(1)(i), the Government intends to solicit and negotiate directly with:
Hentzen Coatings, Inc.
6937 W. Mill Rd.
Milwaukee, Wisconsin 53218-1225
Technical data sheets were obtained and reviewed for acceptable product application parameters. The sole source for Hentzen was determined based upon recent paint evaluations performed on different vendors of the MIL-DTL-53039 Type IV. It was determined from the testing that the Hentzen product performed best when applied up to 10 mils wet film thickness at temperatures between 60°F and 85°F and humidity levels normally encountered in Tobyhanna, PA, in the following TYAD required criteria: Film Build, Sag/Hang, Coverage, Resistance to Blistering, Re-coat Blending, Dry Time, and Dry Film Finish.
Also, other manufacturers’ products used previously at TYAD did not meet TYAD's Quality Control Division’s inspection requirements when the coating was applied by System Integrations applicators.
Use of a product that did not meet these criteria would dramatically impact our mission by negatively affecting final product quality, increasing rejects and rework, and delaying component return to primary shops thereby affecting program completions.
PLEASE NOTE: HAZMAT ITEM - Strategic mission require the longest shelf life. Material expiration data requested on the material and on the invoice. Required current Safety Data Sheet and Technical Data Sheet which will be evaluated by TYAD before awarding this contract.
Contractor shall deliver the requested quantity of paint within 30 days from the time it is awarded. Any paint with defects or does not meet specification required in this contract shall be replaced by contractor within 15 business days unless an extension is provided with discretion by TYAD.
The Government is not aware of any other vendors that are authorized by Hentzen Coatings, Inc. to provide this polyurethane paint coating without compromising the required criteria cited above.
This is not a solicitation for competitive quotes however, if any interested party that can provide this product without compromising the required criteria cited above, you may submit a statement of capabilities that may be considered by TYAD.
The capability statement, a price list and any other information furnished must be via email and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements. Capability statements and related materials must be e-mailed to Deborah Belak, Contract Specialist at deborah.belak.civ@army.mil no later than 12:00 pm EST on Wednesday, January 16, 2025.
