About this file

This is a Lead-Based Paint Survey Report for Building 54 at Fort Bliss, Texas, conducted by ENCON International, Inc. on January 24, 2012. The survey was performed to identify lead-based paint (LBP) in areas scheduled for renovation or demolition, in compliance with OSHA lead regulations. Of the 108 X-ray fluorescence (XRF) readings taken, 57 tested positive for lead at or above the 0.3 mg/cm2 action level.

The survey covered both the first and second floors of the 10,250 square foot two-story fire station, which was constructed with brick and stucco walls on a concrete foundation. Positive lead readings were found on various components including casings, windows, doors, columns, walls, and sills, with lead concentrations ranging from 1.5 to 26.9 mg/cm2. The report emphasizes the need for careful handling of painted surfaces during any renovation or demolition to prevent lead dust or soil contamination, and recommends consulting the lead risk assessors for any clarifications.

LEAD SURVEY REPORT

Fort Bliss, Texas Bldg. 54

SUMMARY

ENCON International, Inc, (ENCON) presents the findings of the Lead-Based Paint

(LBP) Survey performed at Building 54 at Fort Bliss, Texas. The purpose of this LBP survey was to determine if LBP was present in the areas scheduled for renovation or demolition, and if present, which building components contain LBP. This was determined by performing a surface-by-surface investigation representative of all painted components. This information is necessary in order for contractors to comply with OSHA regulation 29 CFR 1926.62 Safety and Health Regulations for Construction- Lead.

Lead-based Paint means paint or other surface coatings that contain lead equal to or in excess of 1.0 milligrams per square centimeter (mg/cm ) or more than 0.5%, or 5000 parts per million by weight as established by EPA and HUD regulations. However, for the purposes of this study, ENCON will utilize the lowest “Action Level” setting of the

NITON XRF of 0.3 milligrams per square centimeter (mg/cm ) as the detection limit for lead. Results indicate that fifty-seven (57) of the one hundred eight (108) XRF readings tested at or above the limit of 0.3 mg/cm . Positive lead results and locations are indicated in the chart below.

DESCRIPTION OF AREAS INSPECTED

Building 54 was occupied and is being used as a fire station at Fort Bliss, Texas. This facility occupied an area of approximately 10,250 SF. This building was a two-story structure which was constructed with brick and stucco walls on a concrete foundation. At the time this Lead Survey was performed, the date of construction was not known. An inventory of the affected painted surfaces was recorded as XRF testing proceeded. See the “LBP Testing Data Sheet.”

CALIBRATION OF THE XRF INSTRUMENT

Before proceeding with the investigation of painted surfaces, the XRF was calibrated in accordance to the manufacturer’s quality control procedures. The XRF utilized was a

NITON XLp 303 AW X-Ray Fluorescence analyzer (XRF) with serial No. 18451. The inspector took three calibration readings at 1.0 mg/cm and at the Action Level of 0.3 mg/cm on a lead calibration film (NIST 2579 SRM) provided by the manufacturer. The measured difference between the initial calibration test and the lead film was within the manufacturer’s acceptable calibration tolerance limit (< 0.2 mg/cm at 1.0 mg/ cm

). In accordance with the HUD XRF Performance Characteristic Sheet, the XRF instrument did not require correction for substrate bias for any substrate encountered and the instrument had no inconclusive range. Calibration of the instrument was also conducted at the conclusion of sampling for the building using the same procedures as the initial calibration check.

CONCLUSION

Care shall be taken for surfaces that contain levels of lead below the Action Level stated above for the instrument (0.3 mg/cm ), which could create lead dust or lead-contaminated soil hazards if the paint is turned into dust by abrasion, scraping, or sanding.
