About this file
This document is an Asbestos Survey Report for Building 54 at Fort Bliss, Texas, conducted by ENCON International, Inc. on December 15, 2011. The survey identified asbestos-containing materials (ACM) in the building, with window caulking on both the first and second floors testing positive for 3% chrysotile asbestos. The building, which is a two-story fire station approximately 10,250 square feet in size, was constructed with brick and stucco walls on a concrete foundation.
The survey was performed in accordance with Asbestos National Emissions Standards for Hazardous Air Pollutants (NESHAP) and Texas Asbestos Health Protection Rules. Of the 51 samples collected and analyzed, only the window caulking samples tested positive for asbestos. The report recommends proper notification to appropriate authorities prior to any asbestos abatement, renovation, or demolition activities, and emphasizes that any disturbance of asbestos-containing materials must be performed by licensed and trained individuals following specific methodologies.

INTRODUCTION
This Asbestos Survey was performed by Mr. Tim Jones and Mr. Alberto Gonzalez on December
15, 2011. This Asbestos Survey was conducted in accordance with Asbestos National Emissions
Standards for Hazardous Air Pollutants (NESHAP): 40 CFR Part 61, Subpart M. Sampling protocols were performed in accordance with the Texas Asbestos Health Protection Rules
(TAHPR). Building 54 was scheduled for renovations or demolition and was visually inspected.
The suspect asbestos-containing materials could be divided into seventeen (17) homogeneous areas, which included the following: textured/drywall/joint compound (2 types), door caulking, window caulking, window glazing, stucco, shingle roofing, roof penetration sealant, black pipe wrap, carpet/mastic, cove base/mastic, 2’x4’ ceiling tile, acoustical tile (2 types), texture, plaster, and flooring.
DESCRIPTION
Building 54 was occupied and is being used as a fire station at Fort Bliss, Texas. This facility occupied an area of approximately 10,250 SF. This building was a two-story structure which was constructed with brick and stucco walls on a concrete foundation. The interior was partitioned with textured drywall/joint compound. At the time this Asbestos Survey was performed, the date of construction was not known.
SAMPLING METHODOLOGY
A visual inspection of the building was conducted to develop a sampling plan. This included determining sample collection points, homogeneous materials and areas. Friability was assessed by manually manipulating the suspect asbestos materials utilizing hand pressure to determine if the materials, when dry, can be crumbled, pulverized, or reduced to powder. Seventeen (17) homogeneous areas were established and at least three (3) samples were collected from each area. Areas that have suspect asbestos-containing surfacing, thermal systems insulation, or miscellaneous materials are to be considered homogeneous. These samples were each uniquely and individually identified and logged into a chain of custody document and prepared for shipment to a third-party independent laboratory for analysis. Building materials that are not considered suspect include the following; concrete, metal, glass, and wood. Destructive sampling was not authorized or performed to locate hidden or inaccessible materials.

SAMPLE ANALYSIS
Fifty-one (51) samples were submitted for analysis. Bulk PLM analysis was conducted utilizing the EPA Method 600/R-93/116. This method separates the sample material into various layers based on their morphology, and then the presence of the different asbestos fibers in each of these layers is detected. The analysis was performed by Apex Precision Analytical Services, Inc.
located in Friendswood, TX. The term asbestos-containing material (ACM) is defined as a material that contains greater than 1% of any asbestiform varieties of Chrysotile, Amosite, Crocidolite, Tremolite, Anthophyllite, and Actinolite, or combinations of these materials.
Asbestos materials were determined by the July 1993 Environmental Protection Agency as recommended in document EPA/600/R-93/116 titled, "Method for the Determination of
Asbestos in Bulk Building Materials." Copies of the asbestos laboratory results and related documentation have been attached to this Report.
CONCLUSION
Proper notification should be made to the appropriate authorities prior to any asbestos abatement activity, renovation or operations and maintenance (O&M) activity affecting asbestos-containing building materials (ACBM), or any demolition in facilities or public buildings. The Texas DSHS
(§295.34 (a) (2)) states that if disturbance of friable and non-friable asbestos-containing building materials (ACBM) is anticipated, these materials shall be removed prior to performing any demolition or renovation activities by licensed and trained individuals according to methodology specified by §295.58-§295.60. A proper notification shall be submitted to the DSHS no less than
10 working days prior to commencement of abatement activity.
