About this file
This document is a lead-based paint survey report prepared by AnE Consulting, Inc. for Cole Village at New Mexico State University in Las Cruces, New Mexico. The survey was conducted on January 14, 2025, by a certified Lead Risk Assessor using a Niton XLP 300A Series X-Ray Fluorescence (XRF) instrument. The scope of work included on-site paint testing, collecting basic information on paint conditions, and preparing a report describing the inspection process, summarizing findings, and presenting all data. The survey covered select buildings throughout Cole Village, focusing on interior and exterior painted surfaces associated with maintenance closets and adjacent rooms.
The survey examined multiple buildings (1612-Even, 1621-Odd, 1672-Even, 2100-Even, 2101-Odd, 2201-Odd) with consistent structural characteristics including two-story layouts, vinyl floor tiles, concrete slab foundations, plaster-coated concrete masonry units, and stucco walls. Testing revealed no lead-based paint (LBP) exceeding the regulatory limit of 1.0 mg/cm² as defined by EPA and HUD regulations. The buildings were vacant at the time of survey, and 20% of buildings in the referenced area were tested. The report emphasizes that regardless of lead concentration, any disturbance of painted surfaces must comply with EPA and OSHA regulations regarding lead exposure and handling.
