About this file

This is a Questions and Answers document for the California State Council on Developmental Disabilities (SCDD) Leadership Development and Organizational Transformation Program (LDOTP). The document addresses questions about a two-day in-person conference that will have approximately 70 attendees, where SCDD will secure the hotel contract with meeting spaces and lodging for out-of-town attendees. The contractor will be responsible for facilitating the conference, and SCDD will cover travel and accommodation costs for contractor staff.

Regarding pricing and budget requirements, the document clarifies that all bidders must adhere to the RFP requirements, specifically rejecting a request to submit alternative pricing formats such as deliverables-based pricing or Federal GSA rate scheduling. Out-of-state travel to California for the conference is reimbursable if properly detailed in the budget and application, with bidders required to provide a detailed travel schedule to justify reimbursement.

Questions and Answers

1. I am wondering if travel from out of state would be permissible/reimbursable for this project?

Travel from out-of-state coming to CA for the 2-day conference would be reimbursable as long as it is detailed in the budget and application. The recommendation is to be as detailed as possible in your application and budget and include a layout of what the travel schedule may be like to justify reimbursement.

2. What is the estimated number of attendees of the in-person training?

There will be approximately 70 attendees.

3. Does the State have a training location secured? If the State does not, should the bidder assume the cost of a location in pricing?

SCDD is taking care of securing the hotel contract with meeting spaces and lodging for out-of-town attendees.

4. Will the State cover the costs of accommodations for training activities?

SCDD will cover costs of travel and accommodations for the contractor’s staff to facilitate the in-person 2-day conference. The costs should be outlined in the budget.

5. As a for-profit consulting firm, the bidder does not publicly release pricing details such as employee salary and fringe information. As such, we are not able to complete the budget as it is currently structured or enter into a cost-reimbursement type contract. The bidder would like to submit an alternative pricing and reporting format, such as deliverables-based pricing or pricing based on the Federal GSA rate schedule. Would this be acceptable?

All bidders must adhere to the requirements set forth in the RFP.
