About this file
This document outlines a proposal selected for funding between the California State Council on Developmental Disabilities (Council) and The National Leadership Consortium (Consortium) for a Leadership Development and Organizational Transformation Program (LDOTP). The program consists of a three-phase process to design, deliver, and evaluate a leadership training program for Council employees. The three key goals are to strengthen personal leadership skills, align individual contributions with organizational goals, and build capacity for systems change that promotes innovation and inclusion for underserved communities. The program's implementation is pending both the completion of a protest period and approval from the Department of General Services (DGS).
The Consortium, established in 2006, is a partnership of nineteen national disability agencies focused on developing disability sector leaders through leadership training, organizational support, and field research. Their mission emphasizes values-based training and technical assistance to help leaders better support people with disabilities. The document does not specify contract value, duration, or specific funding sources, but indicates the Consortium's extensive experience in delivering similar programs over the past decade through both in-person and virtual formats.

Proposal Summary: The National Leadership Consortium (Consortium) will develop, deliver, and evaluate the impact of the Leadership Development and Organizational Transformation Program, a three-part training for employees of the State Council on Developmental Disabilities (Council). The proposed program will accomplish a three-phase process to 1) schedule, coordinate, and design the program in partnership with the Council,
2) deliver the program, and 3) evaluate the impact of the program. The three-phase process will achieve three key goals outlined in the RFP:
1. Council leaders will better understand and build their leadership strengths, styles, and skills to lead more effectively in their roles. (Focus: Strengthening personal leadership skills)
2. Council leaders will identify opportunities and gain strategies and skills to address internal issues, promote a positive and sustainable culture, and lead in ways that contribute to the current and future goals and direction of the Council. (Focus: Aligning individual contributions with the organization's goals)
3. Council Leaders will build capacity to lead and inform systems change that will promote state and field innovation and inclusion, expand efforts to address the needs of underserved communities, and ultimately enhance the Lives of people who are impacted by the work of the Council.
Agency Description For more than a decade, the Consortium, a partnership of nineteen national disability agencies, has been dedicated to developing the next generation of disability sector leaders through in person and virtual leadership networking, training, customized organizational and systems support, and field-related research. Founded in 2006, the Consortium's mission is to provide quality, values-based training, technical assistance, research, and evaluation aimed at developing the skills, knowledge, resources, and networks of leaders so organizations and systems can best support people with disabilities to direct their services and lives and fully belong in their chosen communities. All Consortium activities focus on supporting field Leaders to lead systems that are responsive to the needs of people with disabilities.
