1. This solicitation is being solicited as a 100% Small Business Set-Aside firm fixed-price (FFP) Contract.

To assure timely and equitable evaluation of the quote, offerors must comply with the instructions contained herein. Noncompliance may raise doubt regarding an offeror’s performance capabilities and may be grounds to eliminate the quote from consideration for the Contract.

Instructions to Offerors

2. Quotes must be complete, self-sufficient, and respond directly to the requirements of the Request for Quote (RFQ). Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

3. The Government intends to evaluate offers and award this FFP Contract without discussions. Therefore, the offeror’s initial quote should contain the offeror’s best terms from a price standpoint. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror’s proposal.

4. The offeror’s quote response shall consist of two (2) separate parts: Part I – Technical Quote and Part II – Price List/Quote (and/or anything else applicable for your specific requirements.)

To register, please visit http://www.sam.gov or by calling 1-866- 606-8220. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

4. If offerors SAM Representations and Certifications are not current, then they must include a completed copy of the provisions at FAR 52.212-3, and Alternate I, Offeror Representations and Certifications – Commercial Items. Basis of Award mailto:Matthew.Lorance.1@us.af.mil mailto:Matthew.Lorance.1@us.af.mil

1. This is a Lowest Price Technically Acceptable (LPTA) source selection. Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.500(a) and in accordance with (IAW) with FAR 9.104-1. Vendor’s submissions will be evaluate based upon the following:

- The government will evaluate all submitted proposals for technical acceptability on an acceptable or unacceptable basis following the evaluation criteria listed below. If the proposal is determined technically acceptable, the government will then rank those technically acceptable proposals from lowest to highest price. The government will award to the lowest priced technically acceptable proposal.

- The government intends to make an award based on the initial proposal submissions without conducting interchanges. Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the CO and the offeror’s that may address any aspect of the proposal and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to Ins will be considered in making the award selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all offeror’s responding to this solicitation.

FAR Provision *52.212-2, Evaluation -- Commercial Items (Nov 2021), applies to this acquisition and the following evaluation is applicable:

(a) The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

1. Technical: Quote must be rated as technically acceptable to be eligible for award. To be deemed technically acceptable, the following evaluation criteria must be met:

- Capability Statement meet all required qualifications as stated in para 1.3 of the Performance Work Statement at a minimum.

- Facility Clearance Requirement: Contractor shall have a Secret Clearance, with the ability to obtain and maintain a TS/SCI Facility Clearance and Secret safeguarding capabilities within 9 months of start.

- The ideal candidate is an LCSW with 3+ years post-licensure experience working with adults.

Additionally, experience working with military populations is strongly desired, but is not mandatory.

- CV Submission: This will not be a sole factor to disqualify a vendor. We will have the ability to award if the company meets/exceeds capes to recruit capable contractors for the requirement.

- The offeror must show at least 3 years of satisfactory relevant work experience and/or contracts. We will evaluate submitted past performance, as well as CPARs if needed.

3. Price: Award will be made to the lowest priced vendor meeting all other evaluation criteria.

Responses to this solicitation will be evaluated against the following factors:

Factor 1: Technical Acceptability Factor 2: Past Performance Factor 3: Price (Technical and past performance, when combined, are approximately equal to cost or price)

(b) A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award.

Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability. Please provide the names, addresses and points of contact for all financial institution organizations utilized to determine if contractor has adequate financial resources to perform the contract or the ability to obtain them to include written authority to contact the provided financial institution.

(c) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(d) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
