About this file
This is a Request for Quotation (RFQ) issued by the Library of Congress FEDLINK program on behalf of the Defense Intelligence Agency (DIA) for Bibliovation library services platform licenses and operations and maintenance support.
The solicitation seeks firm fixed-price quotations for annual licensing and support of the Bibliovation cloud-based library services platform developed by LibLime/Progressive Technology Federal Systems, Inc. (PTFS). The requirement covers a one-year base period (October 19, 2026 – October 18, 2027) plus four one-year option periods, with total potential contract value across five years. The DIA John T. Hughes Library requires FedRAMP-authorized cloud hosting, monthly scheduled maintenance and updates, technical support, system configuration, staff training, and 24/7/365 operational support for approximately 10,787 MARC records. All quotations must be submitted electronically by 10:00 AM ET on October 8, 2026, to Contracting Officer Katherine Bowen. The Government will evaluate quotations using a best-value trade-off approach based on two factors: price (fair and reasonable evaluation) and technical approach (demonstrating capability to meet Statement of Work requirements). Award will be made to a single responsible quoter whose quotation is responsive and offers the best overall value. The RFQ is not a small business set-aside and includes numerous FAR and DFARS clauses addressing compliance requirements, including security standards (NIST SP 800-53, FedRAMP authorization, ISO 27001:2023 certification), prohibition on generative AI use without written authorization, and standard federal acquisition provisions. Questions regarding the solicitation must be submitted by 12:00 PM ET on October 5, 2026.
