Comptroller Mission Support Blanket Purchase Agreement Labor Categories November 21, 2023

The tables below define labor categories for the Comptroller Mission Support BPA. These labor categories are mapped to the Office of Management and Budget’s Standard Occupational Classifications (SOC) for which the Bureau of Labor Statistics maintains compensation data. Labor categories are further subdivided by knowledge/skill level. Definitions of these knowledge/skill levels are as follows:

· Junior: Applies fundamental concepts, processes, practices, and procedures on technical assignments. Performs work that requires practical experience and training. Work is performed under supervision.

· Journeyman: Possesses and applies expertise on multiple complex work assignments. Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks. Operates with appreciable latitude in developing methodology and presenting solutions to problems. Contributes to deliverables and performance metrics where applicable.

· Senior: Possesses and applies a comprehensive knowledge across key tasks and high impact assignments. Plans and leads major technology assignments. Evaluates performance results and recommends major changes affecting short-term project growth and success. Functions as a technical expert across multiple project assignments. May supervise others.

· Subject Matter Expert (SME): Provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Decision-making and domain knowledge may have a critical impact on overall project implementation.

Each labor category skill level has experience and education requirements, and “related experience” means experience related to the work the individual will perform. In some cases, the labor category requires a degree in a technical discipline; these requirements are satisfied by a STEM degree (science, technology, engineering, mathematics).

The Certified Public Accountant (CPA) labor category requires an active CPA license issued by a state licensing authority, and the Certified Information Systems Auditor (CISA) labor category requires a CISA certification in good standing with ISACA.

Experience may be substituted for labor category education requirements on a year-for-year basis. These experience substitutions are in addition to the experience requirements of the labor category, and the experience must be related to the labor category requirements of the specific labor category. For example, the Management Consultant-Senior labor category requires at least 10 years’ related experience and a bachelor’s degree. These requirements may be satisfied by no degree and 14 years of related experience, i.e., 10 years required by the labor category and an additional 4 years as substitution for the degree.

There are no education substitutions available for experience, i.e., a degree may not be substituted for years of experience.

There are no education or experience substitutions for professional certifications, i.e., education or experience may not be substituted for a CPA or CISA certification.
