Unusual and Compelling Urgency - a condition that will lead to serious injury if a procurement is not undertaken immediately. However, 10 USC 2304(f)(5)(A) and 41 USC 3304(d)(5)(A)(i) preclude the use of this exception to full and open competition if the urgency is created by lack of acquisition planning or concerns over the amount of funds available for the procurement.

Name: RadEye SPRD-ER Personal Radiation Detector: Catalog number: 4250825
Desc: Personal radiation detector that distinguishes radiation sources which are industrial or medical in nature and has a highly sensitive alarm for artificial gamma. Specifications include:

Radiation Type: Gamma and X-rays plus neutrons via prompt gamma Material: Low dose rate / Search / ID detector: CsI(Tl) High dose rate detector: PVT Identification of radiation type Extremely high dose rate measurement capabilities: ≤1000 R/h (<10 Sv/h) for search, find, radiation identification and response missions.

Dose Rate Range: Low dose rate / Search / ID detector: 10 nSv/h - 250 µSv/h (1 µR/h - 25 mR/h) High dose rate detector: 250 µSv/h - 10 Sv/h (25 mR/h - 1000 R/h) Energy Range Spectroscopic energy range: Low dose rate / Search / ID detector: 20 keV - 3 MeV High dose rate detector: 58 keV to 6 MeV Highly sensitive alarm for artificial gamma. Supplying extra sensitivity in the range of 90 - 450 keV for effective detection of Special Nuclear Materials Immediately separate man-made (non-NORM) gamma radiation from natural background fluctuations in real-time during operation.

Bluetooth integration with iOS and Android devices

DescP: Initial efforts to identify potential sources were conducted by the previous 72nd Civil Support Team Nuclear Medical Science Officer (NMSO) 1LT Jason Warrick. 1LT Warrick conducted web-based research into two primary sources of personal radiation detectors/radiation detection, Thermo Fischer Scientific and Laurus System.
Effort: No
Details: 6.302-1 (Limiting Competition)
Reason: The Thermo Fischer RadEye SPRD-ER Personal Radiation Detector (Catalog number: 4250825) comes highly recommended due to the ability to accurately measure radiation dose rate and accumulated dose. Also, this device has the ability to identify whether a detected source is medical or industrial, and can actually identify sources, which other devices cannot. This is important for CST-WMD missions where the team interfaces with the public. Without this technology, the only method to identify if a source is medical, industrial or special nuclear material or other, is by using the Identifinder which draws attention and insights unwanted public curiosity. Furthermore, this specific RadEye has enhanced sensitivity in the range expected from special nuclear material, which fulfills the CST mission set. The SPRD-ER (4250825) is also desired due to its high dose rate alarm. Where other detectors are unable to accurately measure above 25mR/Hr., these devices could be considered dangerous to the Service Member operating in a high radiological environment. However, the SPRD-ER can accurately measure up to 1000 R/hr., making it an ideal personnel radiation detector for the 72nd CST.
