About this file
This is Addendum 18 to solicitation LBNF-ND-350921-BWQ for the Long Baseline Neutrino Facility (LBNF) Near Site Conventional Facilities Near Detector Complex RFP, issued by Fermi Research Alliance on December 14, 2024. The addendum contains responses to four technical questions (379-382) addressing power supply specifications, fire alarm interconnections, and manhole/handhole requirements. Key details include confirmation that 3-phase, 34.5kV power with 184 Amps capacity will be provided by FFDG at no cost to the Subcontractor through the overhead power line east of the detector site.
The related solicitation details indicate this is a Firm Fixed Price (FFP) construction services contract for building a Near Detector Complex, including a service building, primary and secondary shafts, detector cavern, and site improvements. A mandatory pre-proposal conference was held on July 10, 2024, questions were due by August 8, 2024, and proposals must be valid for 7 months from the February 7, 2024 opening date. The work includes all labor, materials, tools, equipment, excavation, shoring, testing, and inspection services.

I. QUESTIONS AND RESPONSES:
(Numbering continues from Questions and Responses addressed in Addendum 17)
379. During the site walkthrough on 7/10/24 it was noted that the power lines to the east of the Near Detector site could be utilized for temporary site power. Please confirm the following: Is this service 3-phase? What volume of amps could be utilized for temporary site power? Would the cost of power be covered by FRA or would the Subcontractor need to setup a meter and reimburse FRA? If the Subcontractor is to reimburse FRA is the power supply subject to typical charges in the area or does the facility have a discounted rate?
Response: The power is provided by FFDG at no cost to the Subcontactor. The overhead power line east of the near detector site is owned by Fermilab and is 3 phase, 34.5kV with an overall ampacity of 184 Amps, #2 ACSR conductors. This line is connected to the Frog Farm substation located off Giese Rd. which has a 7.5 MVA transformer.
380. Specification 01 00 10, Section 1.9.D states that electric power will be furnished by FRA for the Subcontractor's use and connections to the existing power sources are the responsibility of the Subcontractor. Please provide the locations of the power sources.
Response: See above response to question 379.
381. There are fire alarm interconnecting ties, Firus and Wide EMG, for both new structures shown on the fire alarm one lines, but no indication of what this cabling is or its origin & destination points. Please advise.
Response: Site single mode fiber terminates at telecommunications equipment rooms/racks. Coordinate with Fermilab for strand assignment. Extend copper circuits to FACP.
382. There is no specification for manholes or hand holes. Please provide.
Response: Manholes and handholes shall be as shown in the details on drawings E-SW-ND-501 & E-SW-ND-502 and as specified in section 260543 Underground Ducts and Raceways for Electrical Systems.
ALL OTHER TERMS AND CONDITIONS AS REFERENCED UNDER THE SUBJECT RFP REMAIN UNCHANGED.
